【摘要】：隨著我國經(jīng)濟(jì)社會(huì)的發(fā)展、改革開放的深入，我國從計(jì)劃經(jīng)濟(jì)時(shí)代走向了社會(huì)主義市場(chǎng)經(jīng)濟(jì)時(shí)代，從農(nóng)業(yè)社會(huì)轉(zhuǎn)變?yōu)橐怨�業(yè)和服務(wù)業(yè)為主導(dǎo)產(chǎn)業(yè)的現(xiàn)代社會(huì)，經(jīng)濟(jì)得到了持續(xù)快速發(fā)展，人民民主政治權(quán)利意識(shí)得到增強(qiáng)，但由于目前人民利益表達(dá)訴求機(jī)制不夠暢通，導(dǎo)致一些信訪群體性事件的發(fā)生，嚴(yán)重危害到社會(huì)穩(wěn)定和經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展。 信訪群體性事件的發(fā)生乃是因?yàn)槿罕娮陨砝�益受到非法侵害，而表達(dá)訴求機(jī)制不暢，人民在自身民主法治意識(shí)增強(qiáng)，，而民主法治在一定時(shí)期內(nèi)受到某些強(qiáng)勢(shì)利益集團(tuán)干擾，難以發(fā)揮維護(hù)受侵害群眾利益的作用，以至于人民群眾采取集合行動(dòng)為增強(qiáng)自身力量，為自身利益表達(dá)訴求營造聲勢(shì)，并要求其通過民主法治途徑解決人民群眾合理合法的利益訴求問題。 本文綜合運(yùn)用了文獻(xiàn)閱讀、理論分析、案例分析等方法。首先，對(duì)地方政府應(yīng)對(duì)信訪群體性事件的相關(guān)理論進(jìn)行了闡釋。其次，對(duì)地方政府應(yīng)對(duì)信訪群體性事件存在的問題及原因進(jìn)行了梳理和回顧。再次，以廣東省烏坎信訪群體性事件的發(fā)生及治理過程為例，對(duì)我國地方政府應(yīng)對(duì)信訪群體性事件的弊端與原因進(jìn)行了分析。最后，針對(duì)上述存在的問題，提出了有效應(yīng)對(duì)的實(shí)施方略。
[Abstract]:With the development of our country's economy and society and the deepening of reform and opening up, our country has moved from the planned economy era to the socialist market economy era, and from the agricultural society to the modern society with industry and service industry as the leading industry. The sustained and rapid development of the economy and the enhancement of the people's awareness of democratic and political rights have led to some mass incidents of letters and visits due to the lack of smooth mechanisms for the expression of people's interests. Seriously endangers the social stability and the economic and social coordinated development. The occurrence of group events is due to the illegal infringement of the interests of the masses, the poor mechanism of expressing their demands, the enhancement of the people's consciousness of democracy and the rule of law, and the interference of certain strong interest groups in the democratic rule of law within a certain period of time. It is difficult to play a role in safeguarding the interests of the infringed masses, so that the masses take collective action to strengthen themselves and create a momentum for expressing their own interests. And requires it to solve the legitimate interests of the masses through democratic and legal channels. This paper synthetically uses the methods of literature reading, theoretical analysis, case analysis and so on. Firstly, it explains the relevant theories of local governments' response to mass incidents of letters and visits. This paper reviews the problems and causes of the local governments' response to the group incidents of letters and visits. Thirdly, taking the occurrence and governance process of the group incidents in Wukan, Guangdong Province as an example, This paper analyzes the malpractice and causes of the local government responding to the mass incidents of letters and visits. Finally, in view of the problems mentioned above, the author puts forward some effective strategies to deal with the problems.
