【摘要】：隨著國際政治中"地區(qū)"的崛起,中國與"地區(qū)"的互動日益呈現(xiàn)機(jī)制化的趨勢。其中,中非跨區(qū)域整體合作便是"中國—地區(qū)"互動的具體體現(xiàn)。中非首次現(xiàn)代意義上的接觸和互動始于1955年亞非萬隆會議,但真正制度化的跨區(qū)域整體合作則是在2000年中非合作論壇建立之后。中非跨區(qū)域整體合作主要包括三個層次,即以中非合作論壇為核心的多邊機(jī)制、中國與非盟的互動以及中國與非洲次地區(qū)組織之間的互動。中非跨區(qū)域整體合作以及"中國因素"的導(dǎo)入對非洲地區(qū)主義既是機(jī)遇,也是挑戰(zhàn)。展望未來,中非跨區(qū)域整體合作應(yīng)優(yōu)先關(guān)注中非發(fā)展合作,積極引導(dǎo)社會力量參與其中,提高安全治理合作在中非多維合作框架中的地位,強(qiáng)化中國與非盟及非洲次地區(qū)組織之間的互動,著力打造中國對非合作的"戰(zhàn)略支點(diǎn)"國家。
[Abstract]:With the rise of "region" in international politics, the interaction between China and "region" is becoming more and more systematic. Cross-regional cooperation between China and Africa is a concrete manifestation of the China-region interaction. The first contact and interaction between China and Africa in a modern sense began at the 1955 Asia-Africa Wan Long meeting. However, the truly institutionalized cross-regional cooperation was established in 2000 after the establishment of the Forum on China-Africa Cooperation. There are mainly three levels of cross-regional cooperation between China and Africa, namely, a multilateral mechanism with the Forum on China-Africa Cooperation as the core. China's interaction with the African Union and the interaction between China and African sub-regional organizations. Cross-regional cooperation between China and Africa and the introduction of the "China factor" are both opportunities and challenges for African regionalism. Cross-regional and holistic cooperation between China and Africa should give priority to China-Africa development cooperation, actively guide social forces to participate in it, enhance the position of security governance cooperation in the framework of multi-dimensional cooperation between China and Africa, and strengthen the interaction between China and the AU and African subregional organizations. Strive to build a "strategic fulcrum" of China's cooperation with Africa.
