【摘要】：英國(guó)于1948年成功建立了世界上第一個(gè)福利國(guó)家,目前已經(jīng)建立起一個(gè)比較完善的多層次的社會(huì)保障體系,故論文以英國(guó)為研究對(duì)象。然而,長(zhǎng)期的高福利給英國(guó)的福利制度帶來(lái)了很多問(wèn)題,特別是二戰(zhàn)以后英國(guó)人口老齡化日益嚴(yán)重,加重了福利國(guó)家危機(jī)。英國(guó)政府就此不斷地對(duì)本國(guó)福利制度進(jìn)行改革,采取了許多切實(shí)有效的措施,這些措施可以作為其他國(guó)家借鑒的寶貴經(jīng)驗(yàn)。我國(guó)正處在經(jīng)濟(jì)與社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期,為了更好地保障和改善民生,促進(jìn)經(jīng)濟(jì)建設(shè)穩(wěn)步向前發(fā)展,不斷地完善社會(huì)保障建設(shè)工作顯得越來(lái)越重要。所以,我國(guó)社會(huì)保障制度的發(fā)展有必要借鑒英國(guó)福利制度的先進(jìn)經(jīng)驗(yàn)。本文重點(diǎn)研究了在人口老齡化背景下英國(guó)福利制度的內(nèi)容及制度評(píng)析,從人口老齡化的角度詳細(xì)分析了英國(guó)福利制度存在的問(wèn)題,特別是人口老齡化對(duì)一國(guó)福利制度產(chǎn)生的沖擊,總結(jié)出英國(guó)福利制度發(fā)展與完善中積累的寶貴經(jīng)驗(yàn)。文章第一部分是緒論部分,主要介紹人口老齡化的概念,英國(guó)人口老齡化的現(xiàn)狀和趨勢(shì),文獻(xiàn)綜述和文章研究?jī)?nèi)容與方法。第二部分是英國(guó)福利制度概述:英國(guó)福利制度的起源、建立及建立的理論基礎(chǔ)、英國(guó)福利制度的內(nèi)容和特點(diǎn)、英國(guó)福利制度的演進(jìn)。第三部分主要從人口老齡化的角度對(duì)英國(guó)福利制度進(jìn)行評(píng)析,包括英國(guó)福利制度的積極作用和存在的問(wèn)題,人口老齡化對(duì)福利制度的沖擊,福利制度實(shí)施效果評(píng)析。第四部分介紹英國(guó)福利制度的經(jīng)驗(yàn)以及中國(guó)社會(huì)保障制度在人口老齡化背景下發(fā)展的啟示。文章的研究方法是歷史分析法、比較研究法和個(gè)案分析法。文章采用歷史分析法和比較研究法分析了英國(guó)福利制度的起源和建立,以及英國(guó)各階段政府對(duì)于福利制度進(jìn)行的改革措施及改革成效。另外運(yùn)用個(gè)案分析法,通過(guò)對(duì)英國(guó)典型的社會(huì)福利制度與政策的了解和研究,從中得到可供我國(guó)社會(huì)福利事業(yè)借鑒的經(jīng)驗(yàn)和啟示。
[Abstract]:In 1948, the United Kingdom successfully established the first welfare state in the world. At present, it has established a relatively perfect multi-level social security system. The long-term high welfare has brought a lot of problems to Britain's welfare system, especially the aging of the British population after World War II, which has aggravated the welfare state crisis. The British government has therefore continuously reformed its welfare system. We have taken many practical and effective measures, which can be used as valuable experiences for other countries. Our country is in a critical period of economic and social transformation. In order to better safeguard and improve the people's livelihood and promote the steady development of economic construction, It is more and more important to continuously improve the construction of social security. It is necessary to draw lessons from the advanced experience of the British welfare system in the development of our social security system. This paper focuses on the content and system analysis of the British welfare system under the background of aging population. From the point of view of population aging, this paper analyzes in detail the problems existing in the welfare system of Britain, especially the impact of population aging on the welfare system of a country. This paper summarizes the valuable experience accumulated in the development and improvement of the British welfare system. The first part of the article is the introduction part, which mainly introduces the concept of population aging, the present situation and trend of British population aging. The second part is an overview of the British welfare system: the origin of the British welfare system, the theoretical basis for its establishment and establishment, and the content and characteristics of the British welfare system. The third part mainly analyzes the welfare system of Britain from the point of view of population aging, including the positive role and existing problems of the welfare system, the impact of population aging on the welfare system. Part 4th introduces the experience of the British welfare system and the enlightenment of the development of China's social security system under the background of aging population. The article analyzes the origin and establishment of British welfare system by historical analysis and comparative research. As well as the reform measures and results of the welfare system in various stages of the United Kingdom. In addition, the use of case analysis is used to understand and study the typical social welfare system and policies in the United Kingdom. From this, we can get some experience and enlightenment for our country's social welfare.
