【摘要】：文化遺產(chǎn)保護(hù)工作是政府履行文化管理職能的重要方式,市場(chǎng)經(jīng)濟(jì)體制下的文化遺產(chǎn)管理工作,不僅是保護(hù)文化遺產(chǎn)安全性,更要謀求帶動(dòng)文化產(chǎn)業(yè)以及地方社會(huì)經(jīng)濟(jì)發(fā)展,追求遺產(chǎn)保護(hù)與社會(huì)經(jīng)濟(jì)效益的共贏。黃州禹王城遺址是迄今為止鄂東地區(qū)發(fā)現(xiàn)的最完整和最有代表性的東周至西晉時(shí)期的古城址,發(fā)掘出土了大量珍貴文物資料,對(duì)研究黃岡歷史演進(jìn)和社會(huì)沿革具有重要意義,也是研究楚文化的重要史實(shí)依據(jù)。從被發(fā)現(xiàn)至今,禹王城遺址的破壞情況愈演愈烈,很多遺址遭到損毀,影響了遺址的整體性和安全性。近年來(lái),政府部門開始重視遺址的保護(hù)工作,從多方面采取措施,做了大量工作,嚴(yán)厲打擊了違規(guī)搭建和損毀文物遺跡的行為,防止遺址破壞的繼續(xù)惡化,穩(wěn)定了遺址現(xiàn)狀,但這不能作為遺址管理的常態(tài),要從根本上找到遺址管理工作的方法,結(jié)合禹王城遺址現(xiàn)狀和黃岡實(shí)際情況,制定合理的保護(hù)規(guī)劃,尋求遺址保護(hù)與地方社會(huì)經(jīng)濟(jì)發(fā)展的最有效形式。通過(guò)對(duì)國(guó)內(nèi)文化遺產(chǎn)管理學(xué)術(shù)論文的研究,和對(duì)四川金沙遺址考古公園建設(shè)成功案例的分析,結(jié)合禹王城遺址和黃岡具體情況,來(lái)研究禹王城遺址保護(hù)利用的合理模式,并分析其中存在的問(wèn)題,找到應(yīng)對(duì)策略,為新時(shí)期文化遺產(chǎn)保護(hù)工作和文化產(chǎn)業(yè)發(fā)展提供更多實(shí)踐經(jīng)驗(yàn)。禹王城遺址的保護(hù)利用問(wèn)題單純依靠政府資金和人力投入是遠(yuǎn)遠(yuǎn)不夠的,必須依托市場(chǎng),合理規(guī)劃,吸納社會(huì)資金,使遺址從一個(gè)單純的景點(diǎn)豐富成為一項(xiàng)產(chǎn)業(yè),成為既能吸引游客的觀光景點(diǎn),又能帶動(dòng)地方經(jīng)濟(jì)發(fā)展的優(yōu)勢(shì)產(chǎn)業(yè)。
[Abstract]:The protection of cultural heritage is an important way for the government to perform the function of cultural management. The management of cultural heritage under the market economy system is not only to protect the security of cultural heritage, but also to promote the development of cultural industry and local social economy. The pursuit of heritage protection and social and economic benefits. The Yumangcheng site of Huangzhou is the most complete and representative ancient city site found in East Hubei until now. It excavates a large number of precious cultural relics, which is of great significance to study the historical evolution and social evolution of Huanggang. It is also an important historical basis for the study of Chu culture. Since it was discovered, the destruction of Yu Wang City site has intensified, many sites have been damaged, affecting the integrity and security of the site. In recent years, government departments have begun to attach importance to the protection of sites, taking measures from various aspects and doing a lot of work, severely cracking down on illegal construction and destruction of cultural relics, preventing the further deterioration of site damage, and stabilizing the status quo of sites. However, this cannot be regarded as the normal state of site management. It is necessary to fundamentally find out the methods of site management, and to draw up a reasonable protection plan based on the current situation of the site of Yu Wang City and the actual situation of Huanggang. Seek the most effective form of site protection and local social and economic development. Through the study of the domestic academic papers on cultural heritage management, and the analysis of the successful cases of the construction of the archaeological park of Jinsha site in Sichuan Province, combining with the concrete situation of Yu Wang City site and Huanggang site, the reasonable mode of protection and utilization of Yu Wang City site is studied. The existing problems are analyzed and the countermeasures are found to provide more practical experience for the protection of cultural heritage and the development of cultural industry in the new period. It is far from enough to rely solely on government funds and manpower input for the protection and utilization of Yu Wangcheng ruins. We must rely on the market, rationally plan and absorb social funds to enrich the ruins from a simple scenic spot to an industry. Become not only a tourist attraction, but also an advantageous industry to promote the development of local economy.
