【摘要】：目前，中國經(jīng)濟(jì)發(fā)達(dá)地區(qū)農(nóng)村工業(yè)化已經(jīng)到了從中期向后期轉(zhuǎn)型階段，倡導(dǎo)高新技術(shù)、高投資高產(chǎn)出、低能耗的時(shí)代已經(jīng)來臨。當(dāng)前，，不少農(nóng)村企業(yè)正因經(jīng)濟(jì)空間狹小、經(jīng)濟(jì)結(jié)構(gòu)單一、產(chǎn)業(yè)鏈條短、規(guī)模小、長期投入不足、基礎(chǔ)脆弱、缺乏市場競爭力而面臨淘汰、更新。因此，農(nóng)村工業(yè)化從中期向后期的轉(zhuǎn)型已迫在眉睫。 無錫市的胡埭鎮(zhèn)，作為當(dāng)年蘇南模式下的典型鄉(xiāng)鎮(zhèn)，今天全國綜合改革的試點(diǎn)鄉(xiāng)鎮(zhèn)，社會經(jīng)濟(jì)得到快速發(fā)展，已初步形成具有一定規(guī)模的產(chǎn)業(yè)鏈，但在經(jīng)濟(jì)發(fā)展取得巨大成就的同時(shí)，出現(xiàn)了生態(tài)破壞嚴(yán)重、產(chǎn)業(yè)布局和組織結(jié)構(gòu)不合理、技術(shù)和產(chǎn)品創(chuàng)新不足、離農(nóng)現(xiàn)象日益明顯等新的問題，嚴(yán)重制約著胡埭經(jīng)濟(jì)社會的持續(xù)、健康發(fā)展。 這些問題反映了在農(nóng)村工業(yè)化的進(jìn)程中，生態(tài)環(huán)境保護(hù)意識淡薄，土地集約化利用不夠；農(nóng)村工業(yè)化支撐體系建設(shè)不完善，經(jīng)濟(jì)增長方式尚未得到真正轉(zhuǎn)變。為此，加快農(nóng)村工業(yè)化轉(zhuǎn)型，走出一條新型工業(yè)化道路，是發(fā)達(dá)地區(qū)農(nóng)村工業(yè)化實(shí)現(xiàn)科學(xué)發(fā)展的唯一選擇。要實(shí)現(xiàn)轉(zhuǎn)型發(fā)展、“好”字當(dāng)頭的發(fā)展，則必須以科學(xué)發(fā)展觀為根本的指導(dǎo)思想。 在科學(xué)發(fā)展觀的指引下，探索農(nóng)村工業(yè)化轉(zhuǎn)型模式，走出一條科技含量高、經(jīng)濟(jì)效益好、資源消耗低、環(huán)境污染少，人力資源優(yōu)勢得到充分發(fā)揮的新型工業(yè)化路子。必須發(fā)展循環(huán)經(jīng)濟(jì)，加大宣傳教育，培養(yǎng)村民環(huán)保意識；健全完備高效的政府支持體系、融資服務(wù)體系、人才支撐體系；推動農(nóng)村工業(yè)企業(yè)科技進(jìn)步，加強(qiáng)企業(yè)自主創(chuàng)新能力建設(shè)，全面提升企業(yè)素質(zhì)，加強(qiáng)產(chǎn)品質(zhì)量監(jiān)管；調(diào)整農(nóng)村企業(yè)布局，充分發(fā)揮集聚效應(yīng)，合理調(diào)整農(nóng)村產(chǎn)業(yè)組織結(jié)構(gòu)，充分發(fā)揮區(qū)位優(yōu)勢，大力發(fā)展外向型經(jīng)濟(jì)；加快工業(yè)反哺農(nóng)業(yè)的體制保障改革；發(fā)展都市農(nóng)業(yè)，實(shí)現(xiàn)傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)的轉(zhuǎn)型，加快城鎮(zhèn)化建設(shè)，以城鎮(zhèn)化帶動工業(yè)化。 通過探討胡埭鎮(zhèn)走新型工業(yè)化道路的過程中出現(xiàn)的主要問題、解決對策和成功經(jīng)驗(yàn)，希望對繼續(xù)探索我國農(nóng)村工業(yè)化轉(zhuǎn)型道路有所幫助，對農(nóng)村經(jīng)濟(jì)科學(xué)發(fā)展起到積極的推動作用。同時(shí)，對于推動我國發(fā)達(dá)地區(qū)同類型鄉(xiāng)鎮(zhèn)在更高平臺上的可持續(xù)發(fā)展起到啟迪和借鑒作用。
[Abstract]:At present, the rural industrialization in the developed areas of China has reached the stage of transition from the middle to the later stage. The era of advocating high technology, high investment, high output and low energy consumption has come.At present, many rural enterprises are facing elimination and renewal because of narrow economic space, single economic structure, short industrial chain, small scale, long-term insufficient investment, weak foundation and lack of market competitiveness.Therefore, the transformation of rural industrialization from mid-term to late stage is imminent.Hu Tai Town in Wuxi City, as a typical township in the southern Jiangsu model, today has a pilot township for comprehensive reform throughout the country. The social economy has developed rapidly, and an industrial chain of a certain scale has been initially formed.But at the same time of great achievements in economic development, new problems such as serious ecological destruction, unreasonable industrial layout and organizational structure, insufficient technological and product innovation, and increasingly obvious phenomenon of separation from agriculture have emerged.It seriously restricts the sustained and healthy development of Hu Dai's economy and society.These problems reflect that in the process of rural industrialization, the consciousness of ecological environment protection is weak, the intensive use of land is not enough, the construction of supporting system of rural industrialization is not perfect, and the mode of economic growth has not been really changed.Therefore, speeding up the transformation of rural industrialization and walking out a new road of industrialization is the only choice to realize scientific development of rural industrialization in developed regions.In order to realize the transformation and development and the development of the word "good", we must take the scientific concept of development as the fundamental guiding ideology.Under the guidance of the scientific development view, this paper explores the transformation mode of rural industrialization, and finds a new way of industrialization with high scientific and technological content, good economic benefit, low consumption of resources, less environmental pollution, and the advantage of human resources being brought into full play.We must develop circular economy, increase propaganda and education, cultivate villagers' awareness of environmental protection, improve a complete and efficient government support system, a financing service system, a talent support system, and promote the scientific and technological progress of rural industrial enterprises.Strengthening the construction of enterprises' independent innovation ability, comprehensively improving the quality of enterprises, strengthening the supervision of product quality, adjusting the layout of rural enterprises, giving full play to the agglomeration effect, rationally adjusting the structure of rural industrial organizations, giving full play to their geographical advantages,To develop export-oriented economy vigorously; to speed up the reform of institutional guarantee for industry to feed agriculture; to develop urban agriculture; to realize the transformation from traditional agriculture to modern agriculture; to speed up the construction of urbanization; and to promote industrialization by urbanization.By discussing the main problems in the course of Hu Taizhen's new industrialization, solving the countermeasures and successful experiences, I hope it will be helpful to continue to explore the road of rural industrialization transformation in our country.It will play a positive role in promoting the scientific development of rural economy.At the same time, it can enlighten and use for reference to promote the sustainable development of the same type of villages and towns in the developed areas of our country on a higher platform.
