新媒體與中國共產(chǎn)黨的群眾工作研究

【摘要】:中國共產(chǎn)黨的群眾工作是黨的建設(shè)的重要內(nèi)容,它不僅是無產(chǎn)階級政黨本質(zhì)和宗旨的體現(xiàn),而且是新媒體背景下,鞏固黨的執(zhí)政地位、完成黨的歷史使命的要求。中國共產(chǎn)黨成立九十年多年,在革命、建設(shè)和改革不同歷史時期的奮斗中,豐富發(fā)展了馬克思主義群眾觀,始終堅持馬克思主義群眾立場,,堅持黨的群眾路線與群眾觀點,實踐全心全意為人民服務(wù)的宗旨,贏得了廣大人民群眾的信任與支持。 大眾傳媒是信息傳播的主要渠道,是黨宣傳群眾、組織群眾、團(tuán)結(jié)群眾、服務(wù)群眾的平臺。中國共產(chǎn)黨非常重視大眾傳媒在群眾工作中的作用,并積極探索運(yùn)用報紙、廣播、電視等傳統(tǒng)媒體加強(qiáng)和改進(jìn)群眾工作。隨著互聯(lián)網(wǎng)、手機(jī)等新媒體的迅猛發(fā)展,新媒體也日益成為黨加強(qiáng)和改進(jìn)群眾工作的平臺。從政治學(xué)視角看,新媒體的日常工作就是群眾工作,黨政機(jī)構(gòu)運(yùn)用新媒體發(fā)布信息,人民群眾通過新媒體獲取信息、表達(dá)意見,同時借助新媒體實現(xiàn)黨群之間直接、平等的溝通。 新媒體以先進(jìn)的信息網(wǎng)絡(luò)技術(shù)為依托,具有傳統(tǒng)媒體無法比擬的傳播特點,為黨創(chuàng)新群眾工作模式、暢通黨群溝通渠道、加強(qiáng)群眾監(jiān)督創(chuàng)造了條件,使群眾工作的內(nèi)容不斷豐富發(fā)展。同時,新媒體的出現(xiàn),也改變了傳統(tǒng)的媒體格局,沖擊著人們的思想和行為,使黨的群眾工作的傳統(tǒng)方法、黨的輿論引導(dǎo)能力面臨前所未有的挑戰(zhàn),廣大黨員干部運(yùn)用新媒體開展群眾工作的能力也經(jīng)受著各種考驗。 在黨的日常工作中,廣大黨員干部都非常重視新媒體的作用,積極探索運(yùn)用新媒體開展群眾工作的方式方法,豐富群眾工作內(nèi)容,并取得了良好效果。但是,實踐過程中,一些黨員干部還不能適應(yīng)新媒體發(fā)展的趨勢,缺乏運(yùn)用新媒體開展群眾工作的能力。由于使用、管理新媒體的制度缺失,群眾在運(yùn)用新媒體的時候行為受到的約束比較少,導(dǎo)致虛假信息、不良信息繁多,公民個人隱私權(quán)經(jīng)常受到侵犯。新媒體的發(fā)展還缺少必要的技術(shù)支撐,這些問題都嚴(yán)重制約著黨運(yùn)用新媒體開展群眾工作的進(jìn)行,如何正確對待、使用、管理新媒體成為黨面臨的一項重要課題。為了能更好地運(yùn)用新媒體開展群眾工作,根據(jù)黨的宣傳工作的管理精神,廣大黨員干部在運(yùn)用新媒體開展群眾工作時,要學(xué)會善待新媒體、善用新媒體、善管新媒體,從思想觀念、使用能力和管理層面找出解決問題的辦法,保障黨成功運(yùn)用新媒體加強(qiáng)和改進(jìn)群眾工作。
[Abstract]:The mass work of the Communist Party of China is the important content of the party construction. It is not only the embodiment of the essence and purpose of the proletarian party, but also the requirement of consolidating the ruling position of the party and completing the historical mission of the party under the new media background. More than ninety years after the founding of the Communist Party of China, during the struggle of revolution, construction and reform in different historical periods, the CPC has enriched and developed the Marxist view of the masses, always adhered to the Marxist mass stand, and adhered to the party's mass line and views. The purpose of serving the people wholeheartedly has won the trust and support of the broad masses of the people. Mass media is the main channel of information dissemination and the platform for the Party to propagate the masses, organize the masses, unite the masses and serve the masses. The Communist Party of China attaches great importance to the role of mass media in mass work, and actively explores the use of newspapers, radio, television and other traditional media to strengthen and improve mass work. With the rapid development of Internet, mobile phone and other new media, the new media has become the platform for the Party to strengthen and improve the mass work. From the perspective of political science, the daily work of the new media is mass work. The party and government organizations use the new media to publish information, and the people obtain information and express their opinions through the new media. At the same time, they use the new media to realize the direct relationship between the party and the masses. Equal communication. Relying on advanced information network technology, the new media has the characteristics of communication which cannot be compared with the traditional media. It has created conditions for the Party to innovate the mass work model, open up the communication channels between the party and the masses, and strengthen mass supervision. The contents of mass work will continue to enrich and develop. At the same time, the emergence of new media has also changed the pattern of traditional media, impinged on people's thinking and behavior, and made the traditional methods of mass work of the Party, and the Party's ability to guide public opinion face unprecedented challenges. The ability of the broad masses of party members and cadres to use new media to carry out mass work is also withstanding various tests. In the daily work of the Party, the broad masses of party members and cadres attach great importance to the role of new media, actively explore the ways and methods of using new media to carry out mass work, enrich the contents of mass work, and obtain good results. However, in the process of practice, some Party members and cadres are unable to adapt to the development trend of new media and lack the ability to use new media to carry out mass work. Because of the lack of the system of managing the new media, the behavior of the masses in the use of the new media is less, resulting in false information, various bad information, and citizens' personal privacy is often violated. The development of new media is still lack of necessary technical support, these problems have seriously restricted the party to use new media to carry out mass work, how to correctly treat, use and manage new media has become an important subject facing the party. In order to make better use of the new media to carry out mass work, and in accordance with the management spirit of the Party's propaganda work, the vast number of party members and cadres should learn to treat the new media well, make good use of the new media, and be good at managing the new media when using the new media to carry out mass work. In order to ensure the Party's successful use of new media to strengthen and improve the mass work, we should find out the solutions to the problems from the aspects of ideology, ability of use and management.
