【摘要】：農(nóng)業(yè)、農(nóng)村、農(nóng)民問(wèn)題是關(guān)系改革開(kāi)放和現(xiàn)代化建設(shè)全局的首要問(wèn)題，是全面建設(shè)小康社會(huì)面臨的最大難題，是我們必須面對(duì)和亟待解決的一個(gè)重大課題。本文以菏澤市三農(nóng)問(wèn)題探析和對(duì)策研究為題，闡述了新階段三農(nóng)問(wèn)題，分析了影響三農(nóng)發(fā)展的主要原因，對(duì)加快三農(nóng)發(fā)展應(yīng)采取的對(duì)策和措施進(jìn)行了探討和研究，在理論上具有重要的指導(dǎo)意義，在實(shí)踐上具有重要的現(xiàn)實(shí)意義。 新世紀(jì)的三農(nóng)問(wèn)題。農(nóng)業(yè)和農(nóng)村進(jìn)入新階段后，最突出的矛盾是農(nóng)民收入增長(zhǎng)緩慢。從菏澤市情況來(lái)看，1998、1999年農(nóng)民純收入分別增長(zhǎng)2.3％、4.7％；2000年人均純收入2067元，增長(zhǎng)5.5％；2001年人均純收入2267元。2002年人均純收入2298元，2003年人均純收入2212元，2004年人均純收入2653元。 制約三農(nóng)發(fā)展的主要原因。目前制約農(nóng)民收入增長(zhǎng)的根本原因是“三低”，即工業(yè)化水平低、城鎮(zhèn)化水平低、農(nóng)民的非農(nóng)化程度低；城鄉(xiāng)二元結(jié)構(gòu)是全面建設(shè)小康社會(huì)的重大障礙；農(nóng)業(yè)標(biāo)準(zhǔn)化建設(shè)滯后；農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)尚處于起步階段；農(nóng)戶生產(chǎn)經(jīng)營(yíng)規(guī)模較小，勞動(dòng)生產(chǎn)率水平較低，農(nóng)業(yè)綜合效益不高；政府職能取向、組織形式、管理方式與經(jīng)濟(jì)主體的客觀要求不適應(yīng)。 解決菏澤市三農(nóng)問(wèn)題的對(duì)策與措施。一是科學(xué)統(tǒng)籌城鄉(xiāng)經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展。充分發(fā)揮城市對(duì)農(nóng)村的輻射帶動(dòng)作用，實(shí)現(xiàn)城鄉(xiāng)經(jīng)濟(jì)的良性互動(dòng)。二是大力推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)發(fā)展。加快發(fā)展有競(jìng)爭(zhēng)優(yōu)勢(shì)和帶動(dòng)力強(qiáng)的農(nóng)業(yè)龍頭企業(yè)，建立起產(chǎn)加銷(xiāo)一條龍、農(nóng)工貿(mào)一體化的農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)體系；三是大力推進(jìn)農(nóng)業(yè)標(biāo)準(zhǔn)化。堅(jiān)持以國(guó)際市場(chǎng)為導(dǎo)向，建立健全統(tǒng)一權(quán)威的農(nóng)業(yè)標(biāo)準(zhǔn)體系。依靠政府推動(dòng)，市場(chǎng)正確引導(dǎo)，龍頭企業(yè)帶動(dòng)，農(nóng)民積極實(shí)施，提高農(nóng)產(chǎn)品質(zhì)量和市場(chǎng)競(jìng)爭(zhēng)力。四是調(diào)整優(yōu)化農(nóng)業(yè)結(jié)構(gòu)，加快農(nóng)村經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整。五是加快發(fā)展小城鎮(zhèn)、鄉(xiāng)鎮(zhèn)企業(yè)、個(gè)體民營(yíng)經(jīng)濟(jì)和農(nóng)村市場(chǎng)體系建設(shè)步伐，推進(jìn)農(nóng)村經(jīng)濟(jì)快速發(fā)展。六是抓好勞務(wù)輸出。七是加快農(nóng)村工業(yè)化，走以工促農(nóng)的路子，，是破解三農(nóng)難題的成功探索。
[Abstract]:The problems of agriculture, rural areas and farmers are the most important issues related to the overall situation of reform, opening up and modernization construction, the biggest problem facing the construction of a well-off society in an all-round way, and an important subject that we must face and solve urgently.Based on the analysis and countermeasure study of the three rural problems in Heze City, this paper expounds the three rural problems in the new stage, analyzes the main reasons that affect the development of agriculture, rural areas and farmers, and probes into the countermeasures and measures to accelerate the development of agriculture, rural areas and farmers.It has important guiding significance in theory and practical significance in practice.The issue of agriculture, countryside and farmers in the new century.Agriculture and rural areas enter a new stage, the most prominent contradiction is the slow growth of farmers' income.According to the situation of Heze City, the net income of farmers in 1998 and 1999 increased by 2. 3 and 4. 7 respectively; in 2000, the per capita net income was 2067 yuan, an increase of 5. 5 yuan; in 2001, the per capita net income was 2267 yuan; in 2002, the per capita net income was 2298 yuan; in 2003, the per capita net income was 2212 yuan; and in 2004, the per capita net income was 2653 yuanThe main reason of restricting the development of agriculture, countryside and farmers.At present, the fundamental reasons for restricting the growth of farmers' income are "three low", that is, low industrialization level, low urbanization level, low non-agricultural degree of farmers, the dual structure of urban and rural areas is a major obstacle to building a well-off society in an all-round way, and the construction of agricultural standardization is lagging behind.The agricultural industrialization management is still in the initial stage; the scale of farmers' production and management is small, the level of labor productivity is low, and the comprehensive benefit of agriculture is not high; the orientation of government function, the form of organization, the mode of management are not suitable to the objective requirements of economic subject.The countermeasures and measures to solve the problems of agriculture, rural areas and farmers in Heze City.First, scientific coordination of urban and rural economic and social development.Give full play to the role of urban radiation to rural areas to achieve a positive interaction between urban and rural economies.Second, vigorously promote the development of agricultural industrialization.We will speed up the development of leading agricultural enterprises with competitive advantages and strong driving forces, establish a one-stop system of production and marketing, and integrate agriculture, industry and trade; third, vigorously promote agricultural standardization.Adhere to the international market-oriented, the establishment of a unified and authoritative agricultural standards system.Relying on the government, market guidance, leading enterprises, farmers actively implement, improve the quality of agricultural products and market competitiveness.Fourth, adjust and optimize the agricultural structure and speed up the strategic adjustment of the rural economic structure.Fifth, speed up the development of small towns, township enterprises, individual private economy and rural market system construction, and promote the rapid development of rural economy.Sixth, do a good job of labor export.Seventh, speeding up rural industrialization and taking the road of promoting agriculture by industry is a successful exploration to solve the problem of agriculture, rural areas and farmers.
