【摘要】：農(nóng)村養(yǎng)老保障體系是農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展的穩(wěn)定器,是廣大農(nóng)村居民特別是老年人解除后顧之憂、安享晚年的基本保證。我國(guó)的改革開(kāi)放和經(jīng)濟(jì)體制改革在給城鄉(xiāng)經(jīng)濟(jì)和社會(huì)發(fā)展帶來(lái)巨大活力的同時(shí),也徹底斬?cái)嗔思彝ズ蛡�(gè)人依賴單位和集體養(yǎng)老的希望,而家庭養(yǎng)老功能弱化和子女孝養(yǎng)意識(shí)淡化,又使越來(lái)越多的老年人特別是農(nóng)村老年人面臨老而無(wú)依、老而無(wú)養(yǎng)、老而無(wú)樂(lè)的窘境。雖然國(guó)家在推進(jìn)社會(huì)養(yǎng)老保障制度和服務(wù)體系建設(shè)方面做了大量工作,農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)、醫(yī)療保險(xiǎn)及最低生活保障和社會(huì)救助等都取得了顯著的成績(jī),但面對(duì)快速增長(zhǎng)的農(nóng)村養(yǎng)老需求,目前的社會(huì)保障水平和層次仍然較低,難以幫助貧困和患病老年家庭擺脫生活困境,同時(shí)養(yǎng)老服務(wù)體系中的生活照料、醫(yī)療護(hù)理和精神慰藉等供給缺乏,嚴(yán)重威脅農(nóng)村老年人的生存和生活,影響家庭和睦和社會(huì)的和諧穩(wěn)定。本論文針對(duì)溫州地區(qū)農(nóng)村養(yǎng)老服務(wù)體系建設(shè)這一問(wèn)題立意和展開(kāi),把視線聚焦在農(nóng)村老年人養(yǎng)老服務(wù)需求和供給情況分析與思考上,目的在于明確最適合農(nóng)村地區(qū)養(yǎng)老服務(wù)模式選擇和服務(wù)體系建設(shè)發(fā)展思路,呼吁政府和社會(huì)更加科學(xué)理性地給予農(nóng)村養(yǎng)老服務(wù)體系建設(shè)更多的關(guān)注,助推農(nóng)村養(yǎng)老服務(wù)體系的盡快建立和完善。本論文在借鑒國(guó)內(nèi)外學(xué)者對(duì)養(yǎng)老服務(wù)模式和服務(wù)體系建設(shè)的真知灼見(jiàn)的基礎(chǔ)上,首先分析了溫州市老年人口的基本情況和特點(diǎn),老齡化趨勢(shì)和程度等基本情況,認(rèn)為溫州是個(gè)老齡化程度相對(duì)較高的城市,而且老年人口大多分布于農(nóng)村。進(jìn)一步分析當(dāng)前溫州農(nóng)村地區(qū)幾種主要養(yǎng)老服務(wù)模式的現(xiàn)狀,從幾種模式布局?jǐn)?shù)量、運(yùn)行情況、老年人需求滿足情況等方面,研究其發(fā)展中存在的問(wèn)題和面臨的困境,發(fā)現(xiàn)幾種模式存在著制度建設(shè)相對(duì)滯后、服務(wù)供給總量不足、服務(wù)隊(duì)伍整體素質(zhì)不高等問(wèn)題。在此基礎(chǔ)上,結(jié)合溫州地區(qū)農(nóng)村特點(diǎn),本論文提出下一步應(yīng)該在強(qiáng)化政府主導(dǎo)作用、完善政策支持體系、深化資源整合力度、大力發(fā)展養(yǎng)老產(chǎn)業(yè)、加強(qiáng)專業(yè)隊(duì)伍建設(shè)、健全行業(yè)管理體系等六個(gè)方面,進(jìn)一步發(fā)展完善溫州市農(nóng)村養(yǎng)老服務(wù)體系建設(shè),給農(nóng)村老年人提供更加高質(zhì)量、多樣化的養(yǎng)老服務(wù)。
[Abstract]:Rural old-age security system is the stabilizer of rural economic and social development, is the majority of rural residents, especially the elderly to relieve their worries. China's reform and opening up and economic system reform have brought great vitality to the economic and social development of urban and rural areas, but also completely cut off the hope that families and individuals depend on units and collective old-age support. The weakening of family pension function and the desalination of filial piety consciousness make more and more old people, especially in rural areas, face old age and no support. Although the country has done a lot of work in promoting the construction of social security system and service system, rural social endowment insurance. Medical insurance, minimum living security and social assistance have made remarkable achievements, but in the face of the rapid growth of rural old-age demand, the current level of social security is still relatively low. It is difficult to help the poor and sick elderly families to get out of the plight of life. At the same time, the lack of life care, medical care and spiritual comfort in the old-age care system is a serious threat to the survival and life of the elderly in rural areas. This paper aims at the construction of rural old-age service system in Wenzhou area. Focusing on the rural elderly pension service demand and supply analysis and thinking, the purpose is to determine the most suitable for rural areas pension service mode selection and service system construction development ideas. It calls on the government and society to pay more attention to the construction of rural old-age service system more scientifically and rationally. This paper draws lessons from scholars at home and abroad on the model of pension service and the construction of service system on the basis of insight. Firstly, this paper analyzes the basic situation and characteristics of the aged population in Wenzhou, the trend and degree of aging, and thinks that Wenzhou is a city with relatively high degree of aging. And the elderly population is mostly distributed in rural areas. Further analysis of the current status of several main old-age service patterns in rural areas in Wenzhou, from the distribution of the number of models, the operation of the elderly, the needs of the elderly to meet the situation and so on. After studying the problems and difficulties in its development, it is found that there are some problems in several models, such as relative lag in system construction, insufficient total service supply, low overall quality of service team, and so on. Combined with the rural characteristics of Wenzhou, this paper proposes that the next step should be to strengthen the leading role of the government, improve the policy support system, deepen the integration of resources, vigorously develop the pension industry, and strengthen the construction of professional team. Improve the industry management system and other six aspects, further develop and improve Wenzhou rural old-age service system construction, to provide rural elderly people with higher quality and diversified pension services.
