濱海新區(qū)金融發(fā)展對其出口貿(mào)易的影響研究

【摘要】：優(yōu)化資源配置是金融的主要功能,金融發(fā)展是金融體系更好服務(wù)實體經(jīng)濟(jì)的動態(tài)過程。如美國、歐盟、日本等國際外向型發(fā)達(dá)經(jīng)濟(jì)體均有強(qiáng)大的金融作為實體經(jīng)濟(jì)和對外貿(mào)易的有力支撐。而隨著濱海新區(qū)經(jīng)濟(jì)國際化程度的不斷提高,新區(qū)進(jìn)出口貿(mào)易發(fā)展迅速,勢頭良好,規(guī)模不斷增大。在國家政策的引導(dǎo)下,濱海新區(qū)的綜合改革尤其是金融方面的改革受到了更多期待。在自由貿(mào)易區(qū)的建設(shè)上,金融改革方面無疑是自貿(mào)區(qū)最重要的內(nèi)容,只有降低金融管制才得以激發(fā)金融創(chuàng)新活力,只有推動資本項目可兌換進(jìn)程才得以擴(kuò)大對外開放,只有深化外匯管理制度改革才得以建立與實際相匹配的外匯管理體制。濱海新區(qū)將其自身定位與北方對外開放門戶、國際物流中心、中國經(jīng)濟(jì)增長第三極,在國家給予其的國家綜合配套改革實驗區(qū)的有利條件下,它正逐步發(fā)展成為中國北方區(qū)域性現(xiàn)代金融服務(wù)中心、國際航運物流中心。并且在上海自由貿(mào)易區(qū)的成功試點之后,國務(wù)院已經(jīng)正式批復(fù)在天津設(shè)立第二批自由貿(mào)易區(qū),其中自貿(mào)區(qū)范圍基本屬于濱海新區(qū)范圍內(nèi)。作為現(xiàn)代經(jīng)濟(jì)的核心,金融業(yè)不僅對實體產(chǎn)業(yè)尤其是高新技術(shù)產(chǎn)業(yè)、創(chuàng)新型產(chǎn)業(yè)提供重要服務(wù),而且為出口貿(mào)易的基礎(chǔ)和流通環(huán)節(jié)提供了強(qiáng)有力的支持。濱海新區(qū)若要成為中國面向東北亞的區(qū)域中心、聯(lián)系世界經(jīng)濟(jì)的通道,就必須做到加快開放,金融先行先試。本文通過VAR模型對濱海新區(qū)金融發(fā)展和出口貿(mào)易相關(guān)數(shù)據(jù)的檢驗,從地區(qū)層面探尋濱海新區(qū)金融發(fā)展與其出口貿(mào)易之間的關(guān)系,并認(rèn)為金融深化對出口貿(mào)易有促進(jìn)作用,而金融效率的提升對出口貿(mào)易有一定抑制作用。此外,本文以濱海新區(qū)中金融改革走在全國前列的外匯管理制度改革和融資租賃為例,探究其對出口貿(mào)易影響的路徑,認(rèn)為二者不僅可以提高外匯效率、簡化貿(mào)易流程,還有助于突破貿(mào)易壁壘和出口型中小企業(yè)融資。最后結(jié)合發(fā)展中的實際問題,認(rèn)為濱海新區(qū)需在優(yōu)化金融發(fā)展環(huán)境、加強(qiáng)金融創(chuàng)新和建立合理金融結(jié)構(gòu)上著力,為實體經(jīng)濟(jì)提供良好的軟環(huán)境。
[Abstract]:Optimizing the allocation of resources is the main function of finance. Financial development is the dynamic process of the financial system to better serve the real economy. For example, the international export-oriented developed economies such as the United States, the EU and Japan have strong financial support as the strong support of the real economy and foreign trade. Under the guidance of the national policy, the comprehensive reform of the Binhai New Area, especially the financial reform, has been more expected. In the construction of the free trade area, the financial reform is undoubtedly the most important content of the free trade area, and only the reduction of financial control can stimulate gold. Only by promoting the convertibility process of the capital projects can we expand the opening of the convertibility process of capital projects only by deepening the reform of the foreign exchange management system to establish a foreign exchange management system that matches the actual situation. Binhai New Area has its own position and the opening door of the north, the international logistics center, the third pole of China's economic growth, and the country given its own Under the favorable conditions of the national comprehensive reform experimentation area, it is gradually developing into a regional modern financial service center in the north of China, the international shipping logistics center. And after the successful pilot of the Shanghai free trade area, the State Council has officially approved the establishment of second free trade zones in Tianjin, of which the scope of the free trade area belongs to the basic category. In the area of Binhai New Area, as the core of modern economy, the financial industry not only provides important services to the real industry, especially the high and new technology industries, innovative industries, but also provides strong support for the basis and circulation of export trade. Binhai New Area should be a regional center facing Northeast Asia and contact the world economy. Through the VAR model, this paper examines the data of the financial development and export trade in Binhai New Area, explores the relationship between the financial development of Binhai New Area and its export trade from the regional level, and believes that financial deepening has a promoting effect on export trade and the improvement of financial efficiency. In addition, this paper, taking the foreign exchange management system reform and financial leasing in the front of the new Binhai New Area financial reform as an example, explores the path of its impact on export trade, and thinks that the two can not only improve the efficiency of foreign exchange, simplify the trade flow, but also help to break through trade barriers and export type medium and small medium. In the end, Binhai New Area needs to optimize the environment of financial development, strengthen financial innovation and establish a reasonable financial structure, and provide a good soft environment for the real economy.
