【摘要】:隨著電力網(wǎng)絡(luò)的快速建設(shè)與發(fā)展,電力設(shè)施的規(guī)模大、多樣性、復(fù)雜性,供電企業(yè)使用傳統(tǒng)的管理技術(shù)與方法已無法快速、準(zhǔn)確、全面地掌握電網(wǎng)設(shè)施運行的數(shù)據(jù)與信息。采用平面二維方式建立的電力設(shè)施管理信息系統(tǒng),不能直觀、準(zhǔn)確、實時地對配網(wǎng)設(shè)施的位置、狀態(tài)、運行的信息進行有效地管理。因此,采用三維Geographic Information System(下稱三維GIS)技術(shù)建立電力配網(wǎng)設(shè)施管理信息系統(tǒng),實現(xiàn)對電力設(shè)施的精細(xì)化管理十分迫切和必要。很多學(xué)者采用信息管理技術(shù)研究提高配網(wǎng)設(shè)施管理能力與水平,研究結(jié)果表明三維GIS管理技術(shù)對提高配網(wǎng)設(shè)施精細(xì)化管理有明顯的成效。該管理技術(shù)對電網(wǎng)及電網(wǎng)設(shè)施的一體化的描述、配網(wǎng)管理有明顯優(yōu)勢,但研究成果關(guān)于IT管理技術(shù)應(yīng)用實施的過程描述較少。因此,有必要建立一個理論框架,對三維GIS信息技術(shù)和配網(wǎng)設(shè)施管理如何結(jié)合進行探討,本文是以某電網(wǎng)公司的三維GIS的應(yīng)用實踐為研究背景,解決電力配網(wǎng)設(shè)施現(xiàn)場管理與實施中的關(guān)鍵問題。本文采用理論與實證研究相結(jié)合的方法,融入生產(chǎn)管理中的精細(xì)化的思想,從信息化的角度解決生產(chǎn)管理的問題。同時借鑒了電力企業(yè)信息化、電力配網(wǎng)管理、GIS應(yīng)用研究、項目管理、工程實施管理、信息系統(tǒng)實施等理論及相關(guān)的研究,將視角深入到三維GIS與配網(wǎng)管理結(jié)合實施的每個細(xì)節(jié),展示信息化建設(shè)與配網(wǎng)設(shè)施管理的融合過程,從而實現(xiàn)管理精細(xì)化的目標(biāo)。本文從信息系統(tǒng)的過程建設(shè)來探討三維信息技術(shù)與配網(wǎng)管理的融合,以解決配網(wǎng)管理中的問題,實證以XX公司的三維GIS系統(tǒng)建設(shè)為例。主要研究以下幾個方面的內(nèi)容:(1)通過背景及現(xiàn)狀,分析配網(wǎng)設(shè)施管理存在的問題,提出了通過三維GIS技術(shù)手段解決問題;(2)深入分析配網(wǎng)設(shè)施管理的現(xiàn)狀,信息化管理的現(xiàn)狀,揭示新技術(shù)實施的必要性;(3)通過方案設(shè)計與管理分析展示信息技術(shù)與配網(wǎng)設(shè)施管理融合的過程;(4)通過實例分析,論證方案設(shè)計的有效性,信息技術(shù)與配網(wǎng)設(shè)施管理的融合可得到實現(xiàn)。本文的創(chuàng)新之處,是通過對三維GIS配網(wǎng)管理系統(tǒng)建設(shè)方案的設(shè)計分析,立體化展示信息技術(shù)與管理的結(jié)合,解決了電力設(shè)施管理存在的問題。本文所研究的內(nèi)容對電力配網(wǎng)信息化具有指導(dǎo)性的作用,對進一步完善電力配網(wǎng)管理具有一定的參考意義。
[Abstract]:With the rapid construction and development of power network, the scale of power facilities is large, diversity and complexity, power supply enterprises can not use traditional management technology and methods quickly and accurately. To master the data and information of power network facilities operation in an all-round way. The power facilities management information system based on two-dimensional plane method can not be directly, accurately and realtime for the location and status of distribution network facilities. Therefore, using 3D Geographic Information system (3D GIS) technology to establish power distribution network facility management information system, It is very urgent and necessary to realize the fine management of electric power facilities. Many scholars use information management technology to improve the management ability and level of distribution network facilities. The research results show that 3D GIS management technology has obvious effect on improving the fine management of distribution network facilities. This management technology has obvious advantages in describing the integration of power network and power network facilities, and the distribution network management has obvious advantages. However, the research results about the process of IT management technology application are less described. Therefore, it is necessary to establish a theoretical framework to discuss how to combine 3D GIS information technology and distribution network facilities management. This paper is based on the application practice of 3D GIS in a power grid company to solve the key problems in the field management and implementation of power distribution network facilities. Integrating the fine thought of production management, solving the problem of production management from the angle of informationization. At the same time, drawing lessons from the information of electric power enterprise, electric power distribution network management, GIS application research, project management, project implementation management, The information system implementation theory and related research, will go deep into the perspective of three-dimensional GIS and distribution network management of the implementation of each detail, showing the integration of information construction and distribution network facilities management process, In order to achieve the goal of fine management, this paper discusses the integration of 3D information technology and distribution network management from the process of information system construction, in order to solve the problems in distribution network management. Taking XX Company's three-dimensional GIS system construction as an example, this paper mainly studies the following aspects: 1) through the background and current situation, analyzes the existing problems of distribution network facilities management. In this paper, the author puts forward a thorough analysis of the present situation of distribution network facility management and information management by using 3D GIS technology to solve the problem. This paper reveals the necessity of the implementation of new technology and demonstrates the process of integration of information technology and distribution network facilities management through scheme design and management analysis. The integration of information technology and distribution network facilities management can be realized. The innovation of this paper is to display the combination of information technology and management through the design and analysis of the construction scheme of 3D GIS distribution network management system. The research in this paper has a guiding effect on the information of power distribution network and has certain reference significance to further improve the management of power distribution network.
