【摘要】：逐年貨幣補(bǔ)償安置方式突破了水電移民的傳統(tǒng)安置模式,是水電移民工作"以土安置"方式的有益補(bǔ)充,是破解水電工程"移民難,難移民"困局的有益嘗試。分析了逐年貨幣補(bǔ)償安置方式的利弊及適應(yīng)性,并以西南SHK水電站為例,研究了該電站實(shí)施逐年貨幣補(bǔ)償安置的實(shí)踐操作,并進(jìn)行了總結(jié)。在實(shí)踐中,該方式還存在許多不完善的地方,但其是解決水電移民地區(qū)"少土"或者"無(wú)土"安置的又一途徑,在開發(fā)我國(guó)西南水電資源的工作中具有一定價(jià)值的借鑒意義。
[Abstract]:Year by year, the mode of monetary compensation and resettlement has broken through the traditional resettlement mode of hydropower migrants, is a beneficial supplement to the way of "resettlement by soil" in the work of hydropower migrants, and is a beneficial attempt to solve the difficulties of "difficult immigrants and difficult immigrants" in hydropower projects. This paper analyzes the advantages and disadvantages and adaptability of the annual monetary compensation and resettlement mode, and takes the southwest SHK Hydropower Station as an example, studies the practical operation of the annual monetary compensation resettlement of the power station, and summarizes it. In practice, there are still many imperfections in this way, but it is another way to solve the problem of "less soil" or "soilless" resettlement in hydropower emigration areas, which has certain reference significance in the development of hydropower resources in southwest China.
