我國公務(wù)用車改革的困境及其治理對策

【摘要】:公務(wù)用車,簡稱公車,指以保障黨政機(jī)關(guān)與行政事業(yè)單位及其公務(wù)人員公務(wù)活動(dòng)的順利進(jìn)行為目的、按照職務(wù)級別和崗位性質(zhì)配備的車輛。在經(jīng)濟(jì)、社會快速發(fā)展的情況下,公車的規(guī)模越來越大、檔次越來越高,公車私用和公車腐敗等問題頻發(fā),大大浪費(fèi)了制度性資源,嚴(yán)重影響了政府機(jī)關(guān)和事業(yè)單位及其公務(wù)人員在人民群眾中的良好形象。這些問題的出現(xiàn)表明,當(dāng)下對于公務(wù)用車的使用與其設(shè)置初衷已相去甚遠(yuǎn),公務(wù)用車改革逐漸變成了社會公眾關(guān)心的焦點(diǎn)問題。本文首先梳理了我國公車改革的歷程和現(xiàn)狀,在結(jié)合已有的基于新制度經(jīng)濟(jì)學(xué)和新公共管理學(xué)理論而進(jìn)行的公務(wù)用車改革研究的基礎(chǔ)上,從治理理論的視角,理性地分析了我國公務(wù)用車治理和改革中的多元主體及其作用,解析我國公務(wù)用車改革面臨的困境并提出了可能的破解困境的路徑,以期能對公務(wù)用車專項(xiàng)治理和新一輪公車改革提供一些選擇。論文第一章對公務(wù)用車的相關(guān)概念做了進(jìn)一步的界定,并闡述了我國公車改革的積極意義。第二章在回顧我國公車改革歷程的基礎(chǔ)上,針對我國公車改革的現(xiàn)狀,重點(diǎn)分析了我國公車改革面臨的困境——市場失靈、政府失敗和社會低效及其產(chǎn)生的原因。第三章介紹了美國、法國、日本和澳大利亞等發(fā)達(dá)國家的公車管理的經(jīng)驗(yàn)及其對我國公車改革的啟示。第四章闡述了我國新一輪公車改革的原則與方向,分別從市場機(jī)制的導(dǎo)入、價(jià)值觀念的更新、監(jiān)督機(jī)制的健全和配套制度的完善四個(gè)方面對我國公車改革的成功提出了路徑探索。
[Abstract]:For the purpose of ensuring the smooth progress of the official activities of the party and government organs, administrative institutions and their public servants, vehicles equipped according to the grade and nature of the post are provided for the purpose of public service vehicles, referred to as buses for the purpose of ensuring the smooth progress of official activities of party and government organs and administrative institutions. With the rapid development of economy and society, the scale and grade of buses are getting bigger and higher, and the problems of private use of buses and corruption of buses occur frequently, which greatly wastes institutional resources and seriously affects the good image of government organs and institutions and their civil servants among the masses of the people. The emergence of these problems shows that the use of official vehicles is far from its original intention, and the reform of official vehicles has gradually become the focus of public concern. This paper first combs the course and present situation of the bus reform in our country, on the basis of combining the existing research on the reform of the public service vehicle based on the new institutional economics and the new public management theory, from the perspective of the governance theory, rationally analyzes the pluralistic subjects and their functions in the governance and reform of the public service vehicle in our country, analyzes the difficulties faced by the reform of the public service vehicle in our country, and puts forward some possible ways to solve the predicament. In order to provide some options for the special management of official vehicles and the new round of bus reform. In the first chapter, the related concepts of official vehicle are further defined, and the positive significance of bus reform in China is expounded. On the basis of reviewing the course of bus reform in China, the second chapter focuses on the difficulties faced by bus reform in China, such as market failure, government failure and social inefficiency, as well as the causes of bus reform in China. The third chapter introduces the experience of bus management in developed countries such as the United States, France, Japan and Australia and its enlightenment to the bus reform in China. The fourth chapter expounds the principles and directions of the new round of bus reform in our country, and puts forward the path exploration for the success of the bus reform in our country from four aspects: the introduction of the market mechanism, the renewal of the values, the perfection of the supervision mechanism and the perfection of the supporting system.
