地方政府電子政務(wù)公共服務(wù)的公眾接受度模型研究

【摘要】:隨著互聯(lián)網(wǎng)技術(shù)的發(fā)展和新公共服務(wù)理論的完善,政府開始職能改革,逐步由管理型政府轉(zhuǎn)向服務(wù)型政府,電子政務(wù)建設(shè)成為重要工程。隨著我國網(wǎng)民數(shù)量的快速上升,政府門戶網(wǎng)站成為電子政務(wù)的顯著代表,也成為公眾與政府溝通的重要紐帶。由于公眾是電子政務(wù)公共服務(wù)的主要對象,政府在建設(shè)政府門戶網(wǎng)站時(shí)必須以公眾需求為導(dǎo)向,通過用戶需求分析,為用戶提供有用的、可靠的信息與服務(wù),讓公眾能夠獲取無時(shí)間和空間限制的公共服務(wù)。文章研究的重點(diǎn)是從公眾視角出發(fā),通過構(gòu)建公眾接受度模型,研究影響電子政務(wù)公共服務(wù)的公眾接受度的因素,提出完善電子政務(wù)建設(shè)的建議。為了確定文章的研究對象和研究內(nèi)容,首先對當(dāng)前國內(nèi)外學(xué)者有關(guān)電子政務(wù)公共服務(wù)領(lǐng)域的研究成果與現(xiàn)狀進(jìn)行總結(jié)。為了提供科學(xué)的理論依據(jù),文章在已有理論的基礎(chǔ)上,闡述電子政務(wù)和公共服務(wù)的內(nèi)涵、電子政務(wù)公共服務(wù)的概念、特點(diǎn)、分類、對象、內(nèi)容結(jié)構(gòu)和功能定位以及電子政務(wù)公眾接受度理論等。然后通過借鑒經(jīng)典的技術(shù)接受模型、期望差異值理論和信息系統(tǒng)持續(xù)使用模型,選取內(nèi)部相關(guān)變量:有用性感知、易用性感知、安全信任感、公眾互動參與,外部相關(guān)變量:社交影響、宣傳培訓(xùn)、服務(wù)質(zhì)量、計(jì)算機(jī)自我效能、信息共享質(zhì)量和政府信任;提出相關(guān)理論假設(shè),構(gòu)建地方政府電子政務(wù)公共服務(wù)的公眾接受度模型,并進(jìn)行相關(guān)量表設(shè)計(jì)。最后選取常德市政府門戶網(wǎng)站作為研究對象,通過問卷調(diào)查與分析,驗(yàn)證模型,提出完善電子政務(wù)建設(shè)的建議。通過研究結(jié)果顯示,除了社交影響和政府信任因素對公眾接受度的影響沒有得到驗(yàn)證,文章選取的其余變量均在一定程度上正向影響公眾接受度,本次研究的結(jié)果對于政府完善電子政務(wù)建設(shè)、提高公眾接受度和政府形象具有一定的指導(dǎo)意義。
[Abstract]:With the development of Internet technology and the perfection of the new public service theory, the government began to reform its functions and gradually changed from a management government to a service government. E-government construction has become an important project. With the rapid increase of the number of netizens in China, the government portal has become a significant representative of e-government, and has also become an important link between the public and the government. Because the public is the main object of e-government public service, the government must take the public demand as the guide in the construction of government portal website, and provide useful and reliable information and services for users through the analysis of user needs, so that the public can obtain public services without time and space restrictions. From the point of view of the public, this paper studies the factors that affect the public acceptance of e-government public service by constructing the public acceptance model, and puts forward some suggestions for perfecting the construction of e-government. In order to determine the research object and content of the article, firstly, the research results and present situation of domestic and foreign scholars in the field of e-government public service are summarized. In order to provide scientific theoretical basis, on the basis of the existing theories, this paper expounds the connotation of e-government and public service, the concept, characteristics, classification, object, content structure and function orientation of e-government public service, as well as the theory of public acceptance of e-government. Then, by using the classical technology acceptance model for reference, the expected difference value theory and the continuous use model of information system, the internal related variables are selected: usefulness perception, ease of use perception, security trust, public interaction participation, external related variables: social impact, publicity training, service quality, computer self-efficacy, information sharing quality and government trust; This paper puts forward the relevant theoretical assumptions, constructs the public acceptance model of local government e-government public service, and designs the related scale. Finally, Changde municipal government portal is selected as the research object, through questionnaire survey and analysis, verify the model, and put forward some suggestions to improve the construction of e-government. The results show that, in addition to the social influence and the influence of government trust factors on public acceptance, the other variables selected in this paper positively affect the public acceptance to a certain extent. the results of this study have certain guiding significance for the government to perfect the construction of e-government and improve the public acceptance and government image.
