【摘要】：政府工具的選擇和使用,將直接影響政府達(dá)成其既定人才政策目標(biāo)的有效程度。人才特區(qū)建設(shè)是深化行政管理體制改革和實(shí)現(xiàn)國(guó)家治理現(xiàn)代化的前沿陣地,對(duì)政府工具選擇的理念和態(tài)度體現(xiàn)了政府職能轉(zhuǎn)變的成效。以理性的思維審視人才特區(qū)與政府工具選擇的緊密聯(lián)系,建構(gòu)兩者之間"三位一體"的基本邏輯框架,以擺脫發(fā)展困境為基本目標(biāo),改善和創(chuàng)新政府工具的實(shí)施路徑,可以為減少和避免試錯(cuò)試驗(yàn)提供策略支持。
[Abstract]:The choice and use of government tools will directly affect the effectiveness of the government in achieving its established talent policy objectives. The construction of talent special zone is the frontier position to deepen the reform of administrative management system and realize the modernization of national governance. The idea and attitude of the choice of government tools reflect the effect of the transformation of government functions. To examine the close relationship between the talent zone and the choice of government tools with rational thinking, to construct the basic logical framework of "trinity" between the two, and to improve and innovate the implementation path of government tools with the basic goal of getting rid of the predicament of development, can provide strategic support for reducing and avoiding trial and error experiments.
