【摘要】：對民眾關注的事情做出回應,是作為公共權力行使者的政府所應具備的基本價值和屬性。隨著社會經濟發(fā)展,我國社會利益格局發(fā)生了巨大變化,人們利益訴求日益多元化且各方政治參與不斷擴大;然而我國國家治理體系在很大程度仍受到舊有體制束縛,與現(xiàn)代化發(fā)展進程不相適應。日益多元化且強烈的公眾利益訴求與低下的政府回應能力之間形成了一對矛盾,受到各方關注。如何提高政府回應能力、建設“回應型政府”,成為了繼續(xù)深化改革和完善國家治理體系所必須研究的課題。近年來,智慧城市建設的浪潮由國外迅速席卷至國內,智慧城市建設不僅為解決城市發(fā)展難題、實現(xiàn)城市可持續(xù)發(fā)展帶來了新的契機,還在很大程度上促進了政府管理思維、方法和機制等方面的創(chuàng)新,使得政府回應效率得以提升,為提高政府回應能力提供了途徑。與此同時,智慧城市建設尤其是互聯(lián)網+背景下智慧城市建設進入2.0階段產生的新特點,使得公眾參與政府管理更加便利,公眾對政府回應的呼聲更大,政府與公眾間的距離進一步縮短,也給政府回應帶來了更多挑戰(zhàn)。我國西部地區(qū)長期以來社會經濟發(fā)展水平較低、公共管理理念和方式方法也落后于東部發(fā)達地區(qū),民族因素、文化因素以及資源因素等各種因素造成該區(qū)域在社會經濟發(fā)展中產生和可能產生的問題更多更復雜,相應復雜的利益訴求也使得該區(qū)域政府回應更具挑戰(zhàn)性。本文即從政府回應能力出發(fā),以智慧城市建設為切入點,針對西部地區(qū)智慧城市2.0建設情況,綜合運用新公共服務理論、公共治理理論、公民參與理論以及哈貝馬斯交往理論,分析西部地區(qū)智慧城市建設中政府回應能力的現(xiàn)狀特點、困境及其產生原因,提出提高西部地區(qū)政府回應能力的舉措。本研究的選題切合社會需要,旨在通過提高西部地區(qū)政府回應能力來推動國家繼續(xù)深化改革的步伐和完善國家治理體系,以期提升國家“制度軟實力”。本文寫作共計六章。首章對本文研究背景和意義進行介紹說明,綜述分析了國內外有關智慧城市建設研究及有關政府回應能力方面的觀點;次章對本文幾個相關核心概念進行了界定,并通過探討“新公共服務理論”、“公共治理理論”、“公民參與理論”以及“哈貝馬斯交往理論”對論文的指導意義,闡明了理論基礎;三四章為本文的核心章節(jié),從理論和現(xiàn)實兩方面對西部地區(qū)智慧城市建設中的政府回應能力進行分析。第三章首先分析了智慧城市建設為公眾參與和公共管理帶來的新特征,其次從必要性和必然性方面對西部地區(qū)智慧城市建設與政府回應能力的關系進行分析;第四章則從現(xiàn)狀、困境以及困境原因三方面,對西部地區(qū)智慧城市建設中的政府回應情況進行分析;第五章在前文內容基礎上,提出幾點提高西部地區(qū)政府回應能力的措施;末章簡要總結和概括全文、提出展望。本文認為提高西部地區(qū)政府回應能力需要遵循科學的原則,即公民本位原則、制度化原則、責任政府原則、法治政府原則及合作治理原則,并從應當從強化回應意識、健全回應機制和規(guī)范公民參與環(huán)境三方面提高西部地區(qū)政府回應能力。
[Abstract]:The response to the people's concerns is the basic value and attributes of the government as a public authority. With the development of the social economy, the social interest pattern of our country has changed greatly, the people's interest demand is increasingly diverse and the political participation of all the parties is expanding constantly; however, the national governance system of our country is still bound by the old system to a great extent, and is not compatible with the modernization development process. There is a contradiction between the increasing diversity and the strong public interest demand and the low government response capacity, which is concerned by all the parties. How to improve the government's response ability and the construction of the "response type government" has become the subject of continuing to deepen the reform and to improve the national governance system. In recent years, the wave of smart city construction has rapidly swept through the country from abroad to the country, and the construction of smart city not only provides a new opportunity for solving the problem of urban development, but also brings new opportunities to the sustainable development of the city, and also promotes the innovation of the government's management thinking, method and mechanism to a great extent. The government's response to efficiency is improved and a way to improve the response capacity of the government is provided. At the same time, the construction of smart cities, especially in the context of the Internet +, is a new feature of the construction of the smart city in the 2.0 phase, so that the public is more convenient to participate in the management of the government, the public's voice to the government's response is larger, and the distance between the government and the public is further shortened, It also brought more challenges to the government's response. In that western part of China, the level of social and economic development for a long time is low, and the idea and method of public management are also lag behind the developed and ethnic factors in the east. Various factors, such as cultural factors and resource factors, have resulted in more complex and more complex problems in the region's socio-economic development, and the corresponding complex interest demands have also made the region's government response more challenging. In this paper, based on the government's response ability, in the light of the construction of the smart city in the western region, the new public service theory, the public governance theory, the citizen participation theory and the Habermas's communication theory are comprehensively applied to the development of the smart city in the western region. This paper analyzes the present situation, the plight and the causes of the government's response ability in the construction of the smart city in the western region, and puts forward the measures to improve the response ability of the government in the western region. The topic of this study is in line with the needs of the society, and aims to promote the national "system soft power" by improving the government's response capacity in the western region to promote the step of the country's continuing reform and to improve the national governance system. This article is a total of six chapters. In the first chapter, the background and significance of this paper are introduced in the first chapter, and the views on the development of intelligent urban construction at home and abroad and the government's response ability are analyzed. The relevant core concepts of this paper are defined in the sub-chapter, and the "new public service theory" and the "public governance theory" are discussed. The "citizen participation theory" and the "Habermas's theory of communication" 's guiding significance to the paper have set forth the theoretical foundation, and the third four chapters are the core chapters of this paper, and the government's response ability in the construction of the smart city in the western region is analyzed from both the theory and the reality. The third chapter first analyzes the new characteristics brought by the public participation and public administration of the smart city construction, and then analyzes the relationship between the construction of the smart city and the government's response ability in the western region from the necessity and the necessity. On the basis of the above, some measures to improve the response ability of the government in the western region are put forward. In this paper, it is suggested that the improvement of the response ability of the government in the western region needs to follow the principle of science, that is, the principle of citizen-based standard, the principle of institutionalization, the principle of responsibility government, the principle of the government of the rule of law and the principle of cooperation and governance, and from the strengthening of the response consciousness, To improve the response capacity of the western region in three aspects: the sound response mechanism and the standard of citizen's participation in the environment.
