【摘要】：政府網(wǎng)絡(luò)認(rèn)知是政府關(guān)于互聯(lián)網(wǎng)技術(shù)的發(fā)展、運用及其影響等方面的心理反應(yīng)或主觀認(rèn)識過程,以及由此形成的立場和價值偏好,它有消極和積極之分。應(yīng)對紛繁復(fù)雜的網(wǎng)絡(luò)政治安全問題,政府網(wǎng)絡(luò)認(rèn)知要實現(xiàn)從"網(wǎng)絡(luò)衙門"向積極、互動的轉(zhuǎn)變,從簡單管制向協(xié)商對話的轉(zhuǎn)變,從"人治"向法治的轉(zhuǎn)變,從"圍墻政治"向開放包容的轉(zhuǎn)變。強(qiáng)調(diào)政府網(wǎng)絡(luò)認(rèn)知從消極到積極的轉(zhuǎn)變,其實質(zhì)就是要克服消極網(wǎng)絡(luò)認(rèn)知的局限以及由此造成的種種問題,使政府更加注重通過發(fā)揮網(wǎng)絡(luò)的積極利用來促進(jìn)自身變革和完善,并在與社會良性的網(wǎng)絡(luò)互動中不斷調(diào)整和改善二者關(guān)系,從而消除網(wǎng)絡(luò)威脅,達(dá)到有效維護(hù)網(wǎng)絡(luò)政治安全的目的。
[Abstract]:Government network cognition is the psychological reaction or subjective cognitive process of the government on the development, application and influence of Internet technology, as well as the resulting position and value preference, which is negative and positive. In order to deal with the complicated problems of network political security, the government network cognition should realize the transformation from "network Yamen" to "network Yamen" to positive and interactive, from simple regulation to consultation and dialogue, from "rule by man" to the rule of law, from "fence politics" to open and inclusive. It is emphasized that the essence of the transformation of government network cognition from negative to positive is to overcome the limitations of negative network cognition and all kinds of problems caused by it, to make the government pay more attention to promoting its own change and perfection by giving full play to the active use of the network, and to constantly adjust and improve the relationship between the two in the benign network interaction with the society, so as to eliminate the network threat and achieve the purpose of effectively maintaining the political security of the network.
