政府與大學關系變革:芬蘭、瑞典及比利時三國建設世界一流大學的經(jīng)驗

【摘要】:采用比較分析法研究發(fā)現(xiàn),為形成政府控制與大學自治的平衡,芬蘭、瑞典及比利時三國政府在建設世界一流大學進程中,通過高等教育改革、培育中介組織、完善法律體系等方式弱化政府對大學的直接控制,積極擴展大學的辦學自主權,這為赫爾辛基大學、烏普薩拉大學及荷蘭語天主教魯汶大學成為世界一流大學創(chuàng)造了有利的外部環(huán)境。從三國政府與大學關系變革的績效來看,雖然大學的自主辦學權已經(jīng)得到了有效落實,但政府作為大學的出資者與管理者仍然對大學保留有較大的影響力。政府通過中央教育行政機構以合同形式管理大學事務,建立協(xié)商互動的"政府—大學"良性關系,并以加強對大學教育質(zhì)量的有效評估等手段強化對大學的間接干預。
[Abstract]:In order to form a balance between government control and university autonomy, the governments of Finland, Sweden and Belgium, through the reform of higher education, cultivate intermediary organizations in the process of building world-class universities. Improving the legal system and other ways to weaken the government's direct control over universities, and actively expand the autonomy of universities, this is the University of Helsinki, The University of Uppsala and the Dutch Catholic University of Leuven have created a favourable external environment as world-class universities. Judging from the performance of the transformation of the relationship between the three governments and universities, although the autonomous right of running a university has been effectively implemented, the government, as the funder and manager of the university, still has a great influence on the university. The government manages university affairs in the form of contract through the central educational administrative institution, establishes the positive relationship between government and university through consultation and interaction, and strengthens the indirect intervention to the university by means of strengthening the effective evaluation of the quality of university education.
