山西省農(nóng)村社會養(yǎng)老保險水平評估及對策研究

【摘要】:我國的人口老齡化不僅發(fā)展迅速,而且有著不斷加深的趨勢。因此,如何才能更好的實施養(yǎng)老保障就顯得尤為重要。由于我國的社會養(yǎng)老保險制度一直呈現(xiàn)著城鄉(xiāng)二元結(jié)構(gòu)的特點,所以城鎮(zhèn)與農(nóng)村之間在制度的發(fā)展上存在著很大的差距。目前,山西省的社會養(yǎng)老保險制度同樣面臨著城鄉(xiāng)之間差距過大的問題,其中農(nóng)村社會養(yǎng)老保險制度各個方面都有待進(jìn)一步的提高。所以,本文將對現(xiàn)階段山西省農(nóng)村社會養(yǎng)老保險水平進(jìn)行深入的分析和研究,這對完善山西省農(nóng)村社會養(yǎng)老保險制度有著極其重要的意義。本文在研究過程中,首先查閱與山西省農(nóng)村社會養(yǎng)老保險水平相關(guān)的文獻(xiàn),按照不同的研究內(nèi)容對其進(jìn)行分類、描述和歸納,以便充分了解現(xiàn)有研究成果的進(jìn)展。同時,進(jìn)一步對農(nóng)村社會養(yǎng)老保險水平涉及到的相關(guān)概念和相關(guān)理論基礎(chǔ)進(jìn)行界定和歸納。其次,對山西省農(nóng)村社會養(yǎng)老保險制度的發(fā)展歷程和發(fā)展現(xiàn)狀進(jìn)行定性分析。再次,從宏觀層次上對山西省農(nóng)村社會養(yǎng)老保險水平進(jìn)行了全面徹底的評估,不僅從縱向研究了歷年山西省農(nóng)村社會養(yǎng)老保險水平,還從橫向?qū)ζ浜腿珖r(nóng)村社會養(yǎng)老保險水平、部分省份的農(nóng)村社會養(yǎng)老保險水平、山西省城鎮(zhèn)社會養(yǎng)老保險水平進(jìn)行了比較研究。除此之外,還對山西省農(nóng)村社會養(yǎng)老保險適度水平進(jìn)行了測算,確定了適度水平的區(qū)間,然后將其和山西省農(nóng)村社會養(yǎng)老保險的實際水平作了比較研究,得出結(jié)論:現(xiàn)階段山西省農(nóng)村社會養(yǎng)老保險水平處于不適度的范圍且水平較低。最后,針對山西省農(nóng)村社會養(yǎng)老保險水平較低進(jìn)行了成因分析,得出是政府財政投入力度不夠、參保人的個人繳費不足、養(yǎng)老保險基金增值困難這三方面原因造成的。并且根據(jù)這三個成因,一一對應(yīng)的提出加大政府財政支出、積極引導(dǎo)激勵繳費、擴(kuò)大基金投資渠道這三個具有針對性的對策建議。
[Abstract]:China's aging population not only develops rapidly, but also has a deepening trend. Therefore, how to better implement pension security is particularly important. Because the social endowment insurance system of our country has been showing the characteristics of urban-rural dual structure, there is a big gap between the urban and rural areas in the development of the system. At present, the social old-age insurance system in Shanxi Province is also faced with the problem of excessive gap between urban and rural areas, among which all aspects of rural social endowment insurance system need to be further improved. Therefore, this article will carry on the thorough analysis and the research to the present stage Shanxi Province countryside social endowment insurance level, this has the extremely important significance to the consummation Shanxi Province countryside social endowment insurance system. In the course of the research, this paper first looks up the literature related to the level of rural social old-age insurance in Shanxi Province, classifies, describes and induces it according to different research contents, in order to fully understand the progress of the existing research results. At the same time, the related concepts and related theoretical basis of rural social endowment insurance level are further defined and summarized. Secondly, the development process and current situation of rural social endowment insurance system in Shanxi Province are qualitatively analyzed. Thirdly, the level of rural social old-age insurance in Shanxi Province has been comprehensively and thoroughly evaluated from the macro level, not only from the longitudinal study of the level of rural social old-age insurance in Shanxi Province over the years. The level of rural social old-age insurance in some provinces and the level of urban social old-age insurance in Shanxi Province are also studied in this paper. In addition, the appropriate level of rural social old-age insurance in Shanxi Province is measured, and the range of appropriate level is determined, and then the actual level of rural social old-age insurance in Shanxi Province is compared with that of Shanxi Province. Conclusion: at present, the level of rural social endowment insurance in Shanxi Province is in an inappropriate range and the level is low. Finally, the paper analyzes the causes of the low level of rural social endowment insurance in Shanxi Province, and concludes that the three reasons are insufficient government financial input, insufficient individual payment of the insured and difficulties in increasing the value of pension insurance fund. And according to these three causes, one by one corresponding to the increase of government financial expenditure, actively guide the payment of incentives, expand the fund investment channels these three targeted countermeasures.
