【摘要】：在分析河北省2010年16個試點縣市新農(nóng)保個人籌資相關(guān)數(shù)據(jù)基礎(chǔ)上,對新農(nóng)保個人籌資狀況進行測算,力求構(gòu)建高效、有序的新農(nóng)保個人籌資機制。在實際測算和分析過程中,主要采取了4個指標(biāo):新農(nóng)保個人最低繳費率、個人最高繳費率、個人最大繳費能力和預(yù)期領(lǐng)取養(yǎng)老金數(shù)額。通過測算和分析發(fā)現(xiàn)了河北省新農(nóng)保在農(nóng)戶個人籌資能力、籌資標(biāo)準(zhǔn)設(shè)計、籌資激勵機制、個人賬戶養(yǎng)老金計發(fā)系數(shù)等方面的問題,并提出政府應(yīng)加大對貧困縣市個人繳費補貼力度,建立激勵型繳費機制;設(shè)計適合河北省省情的新農(nóng)保繳費標(biāo)準(zhǔn);在增加計發(fā)系數(shù)的同時適當(dāng)提高農(nóng)戶繳費標(biāo)準(zhǔn);國家對基礎(chǔ)養(yǎng)老金的補貼水平等4個方面的具體策略和方法。
[Abstract]:Based on the analysis of 16 pilot counties and cities in Hebei Province in 2010, this paper calculates the situation of individual financing of new rural insurance, and tries to build an efficient and orderly financing mechanism for new rural insurance individuals. In the process of actual calculation and analysis, four indexes are mainly adopted: the minimum individual contribution rate, the highest individual contribution rate, the maximum individual contribution ability and the expected pension amount. Through the calculation and analysis, the paper finds out the problems of the new rural insurance in Hebei Province in the aspects of the farmer's individual financing ability, the standard design of raising funds, the mechanism of financing incentive, the coefficient of personal account pension, and so on. The government should increase the subsidy of individual payment to poor counties and cities, set up incentive payment mechanism, design the new rural insurance payment standard suitable for Hebei province, increase the coefficient of calculation and hair, and raise the standard of peasant households' payment properly at the same time. The specific strategies and methods in four aspects, such as the subsidy level of the state to the basic pension.
