職業(yè)分層對(duì)城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合的制約研究

【摘要】:現(xiàn)今公共政策制度整合領(lǐng)域,城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合率先而行,其在制度頂層設(shè)計(jì)、縮小職業(yè)階層間養(yǎng)老金差距、實(shí)現(xiàn)“碎片化”養(yǎng)老保險(xiǎn)制度整合方面進(jìn)行了大量探索,起到引領(lǐng)示范的作用。城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合實(shí)現(xiàn)了各職業(yè)群體在履行繳費(fèi)義務(wù)、籌資模式、養(yǎng)老金待遇計(jì)發(fā)辦法等層面的統(tǒng)一。但職業(yè)分層對(duì)城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合具有制約影響。本文試圖探討職業(yè)分層對(duì)城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合制約結(jié)果即參保狀況與養(yǎng)老金待遇的影響,深入分析出現(xiàn)制約結(jié)果的原因在于職業(yè)分層、繳費(fèi)能力、繳費(fèi)年限與職業(yè)年金/企業(yè)年金的差異,以豐富現(xiàn)有城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合理論與分析視角,為城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度公平、可持續(xù)發(fā)展提供一些有益的政策建議。本文通過文獻(xiàn)研究,歷史分析、案例分析、描述分析以及回歸分析等方法探討職業(yè)分層對(duì)城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合的制約影響。首先,文章梳理我國(guó)城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合歷史,著重分析不同職業(yè)群體對(duì)制度整合后在參保狀況與養(yǎng)老金待遇方面的差異,以及分析出現(xiàn)這些差異的原因。其次,文章利用宏觀數(shù)據(jù)分析了制度整合后各職業(yè)群體在參保狀況、養(yǎng)老金待遇水平和職業(yè)年金/企業(yè)年金的狀況;研究發(fā)現(xiàn),機(jī)關(guān)事業(yè)單位階層各方面好于企業(yè)職工階層,企業(yè)職工階層各方面好于靈活就業(yè)人員階層。本文利用北京大學(xué)“中國(guó)健康與養(yǎng)老追蹤調(diào)查2013年追訪問卷”數(shù)據(jù)分析了各職業(yè)階層在參保狀況、養(yǎng)老金待遇、繳費(fèi)能力、繳費(fèi)年限、職業(yè)年金/企業(yè)年金的狀況;研究發(fā)現(xiàn),機(jī)關(guān)事業(yè)單位人員各主要制度參數(shù)均優(yōu)于企業(yè)職工階層,企業(yè)職工階層均優(yōu)于靈活就業(yè)人員階層。再次,筆者利用回歸模型,對(duì)影響城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)參保狀況與養(yǎng)老金待遇的因素進(jìn)行分析。研究發(fā)現(xiàn),第一,職業(yè)分層對(duì)參保狀況有顯著性的正向影響;繳費(fèi)能力因素強(qiáng)化了職業(yè)分層對(duì)參保狀況的影響。第二,職業(yè)分層對(duì)養(yǎng)老金待遇有顯著性正向影響;繳費(fèi)能力與繳費(fèi)年限對(duì)養(yǎng)老金待遇有顯著性正向影響;隨著繳費(fèi)能力與繳費(fèi)年限因素的逐步加入削弱了職業(yè)分層對(duì)養(yǎng)老金待遇的正向影響。最后,筆者提出緩解職業(yè)分層對(duì)制度整合制約影響的政策建議,如深入推進(jìn)城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合、增強(qiáng)繳費(fèi)基數(shù)彈性、適度降低繳費(fèi)率、提高低收入職業(yè)階層的繳費(fèi)能力、未滿15年繳費(fèi)年限的參保者納入基礎(chǔ)養(yǎng)老金計(jì)發(fā)范圍、建立養(yǎng)老金正常調(diào)節(jié)機(jī)制,呼吁整合多方力量緩解職業(yè)分層對(duì)制度整合的制約影響,以探索城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度整合與職業(yè)分層之間協(xié)調(diào)發(fā)展。
[Abstract]:In the field of the integration of public policies and systems, the integration of the basic old-age insurance system for urban workers takes the lead. It is designed at the top of the system to narrow the pension gap among the professional classes. The realization of "fragmentation" pension insurance system integration carried on a lot of exploration, play a leading role in demonstration. The integration of the basic old-age insurance system for urban workers has realized the unification of various occupational groups in fulfilling their obligation to pay fees, raising funds, and calculating and issuing pension benefits. But the occupational stratification has the restriction to the urban worker basic endowment insurance system conformity. This paper attempts to discuss the influence of occupational stratification on the integration of the basic old-age insurance system of urban workers, that is, the status of insurance participation and the pension treatment, and analyzes the reasons for the restrictive results lie in the occupational stratification and the ability to pay fees. The difference between the years of payment and occupational pension / enterprise annuity, in order to enrich the existing basic endowment insurance system of urban workers integration theory and analysis perspective, for urban workers basic old-age insurance system fair, Sustainable development provides some useful policy advice. Through literature research, historical analysis, case analysis, descriptive analysis and regression analysis, this paper discusses the influence of occupational stratification on the integration of basic old-age insurance system for urban workers. First of all, the article combs the integration history of the basic old-age insurance system for urban workers in China, and analyzes the differences in the participating status and pension treatment of different occupational groups after the system integration, as well as the reasons for these differences. Secondly, the article analyzes the status of participating in insurance, pension treatment level and occupational pension / enterprise annuity after the system integration, and finds that all levels of government institutions are better than those of enterprise workers. Enterprise staff and workers in all aspects are better than flexible employment class. This paper analyzes the status of participating in insurance, pension treatment, contribution ability, contributory years, occupational annuity / enterprise annuity by using the data of China Health and Old-age Follow-up Survey 2013 questionnaire of Peking University, the study found that the status of insurance participation, pension treatment, contributory ability, contributory years, occupational annuity / enterprise annuity were analyzed. The main system parameters of the personnel of the government and institution are superior to those of the staff and workers of the enterprise and the stratum of the employees of the enterprise are all superior to those of the employees with flexible employment. Thirdly, by using regression model, the author analyzes the factors that affect the status of basic old-age insurance and pension treatment of urban workers. The results show that: first, occupational stratification has a significant positive effect on the status of insurance participation, and the contribution ability factors strengthen the influence of occupational stratification on the status of insurance participation. Second, occupational stratification has a significant positive impact on pension treatment, contribution capacity and contributory years have a significant positive impact on pension treatment. With the gradual addition of contributory capacity and contributory years, the positive effect of occupational stratification on pension benefits is weakened. Finally, the author puts forward some policy suggestions to alleviate the influence of occupational stratification on system integration, such as further promoting the integration of basic old-age insurance system for urban workers, enhancing the elasticity of the base of payment, and reducing the contribution rate moderately. To improve the ability of the low-income professional class to pay, the insured who has not completed 15 years of contributory age will be included in the scope of basic pension plan and distribution, and the normal adjustment mechanism of pension will be established, which calls for the integration of various forces to alleviate the influence of occupational stratification on the system integration. In order to explore the urban workers basic old-age insurance system integration and occupational stratification coordinated development.
