【摘要】：[目的/意義]軍民融合產(chǎn)業(yè)創(chuàng)新平臺(tái)是推動(dòng)我國(guó)軍民融合深度發(fā)展戰(zhàn)略的重要工具,隨著"互聯(lián)網(wǎng)+"在平臺(tái)內(nèi)的深度融合,平臺(tái)運(yùn)行機(jī)制將逐漸突破人才、資金、區(qū)域等制約因素。該背景下的平臺(tái)機(jī)制及評(píng)價(jià)指標(biāo)研究對(duì)促進(jìn)軍民融合國(guó)家戰(zhàn)略具有一定現(xiàn)實(shí)意義。[方法/過(guò)程]基于"互聯(lián)網(wǎng)+"驅(qū)動(dòng)軍民融合產(chǎn)業(yè)創(chuàng)新平臺(tái)運(yùn)行機(jī)理,從科研創(chuàng)新、智能生產(chǎn)與服務(wù)支撐、信息傳輸、基礎(chǔ)設(shè)施及環(huán)境支撐、平臺(tái)規(guī)制5個(gè)方面建立了平臺(tái)評(píng)價(jià)指標(biāo)體系,共包含5個(gè)一級(jí)指標(biāo)和24個(gè)二級(jí)指標(biāo)。其次,通過(guò)構(gòu)建灰熵層次分析模型并結(jié)合評(píng)價(jià)指標(biāo)體系對(duì)江蘇軍民融合產(chǎn)業(yè)示范基地進(jìn)行實(shí)際評(píng)估。[結(jié)果/結(jié)論]研究表明,科研創(chuàng)新能力和智能生產(chǎn)與服務(wù)能力是軍民融合產(chǎn)業(yè)創(chuàng)新平臺(tái)需具備的核心能力,信息傳輸、基礎(chǔ)設(shè)施及環(huán)境支撐和平臺(tái)規(guī)制能力是平臺(tái)順利運(yùn)行的重要保障。
[Abstract]:[Objective / significance: the innovation platform of civil-military integration industry is an important tool to promote the deep development strategy of military and civil integration in China. With the deep integration of "Internet" in the platform, the operational mechanism of the platform will gradually break through talents. The research of platform mechanism and evaluation index under this background has certain practical significance to promote the national strategy of military and civilian integration. [Methods / process] based on the "Internet" driving military-civilian integration industry innovation platform operation mechanism, from scientific research innovation, intelligent production and service support, information transmission, infrastructure and environmental support. The platform evaluation index system is established in five aspects of platform regulation, including 5 first-level indicators and 24 second-level indicators. Secondly. The grey entropy AHP model and the evaluation index system are used to evaluate the demonstration base of military and civil fusion industry in Jiangsu province. [Results / conclusion] the research shows that the ability of scientific research innovation and intelligent production and service are the core capabilities of the innovation platform of military-civilian integration industry, information transmission. Infrastructure and environmental support and platform regulation ability are the important guarantee for the smooth operation of the platform.
