【摘要】：保障性住房作為我國目前城鎮(zhèn)住房保障體系的重要內(nèi)容,在緩解城鎮(zhèn)居民的住房緊張局面,保障中低收入人群的住房權(quán)益等方面起到了積極的作用。與此同時,在實施的過程中也暴露了許多亟待解決的問題,政府作為保障性住房的提供者有著不可推卸的責(zé)任。 本文立足于政府責(zé)任,開辟對保障性住房政策研究的新方向,力圖根據(jù)保障性住房和政府責(zé)任的理論,探討政府在保障性住房建設(shè)中應(yīng)當(dāng)承擔(dān)的責(zé)任,并分析其責(zé)任缺失的表現(xiàn)和原因,通過學(xué)習(xí)國內(nèi)外先進(jìn)住房保障體系,進(jìn)而提出地方政府在保障性住房建設(shè)中應(yīng)盡責(zé)任的建議。政府責(zé)任與保障性住房相關(guān)理論綜述,其中界定了住房保障的概念以及政府責(zé)任的內(nèi)涵,著重分析了市場失靈的含義及原因,同時,市場失靈使政府的積極干預(yù)成為必要,顯現(xiàn)出政府干預(yù)住房市場的效應(yīng),即對住房市場供給需求的影響。分析了保障性住房建設(shè)中地方政府應(yīng)盡的責(zé)任以及責(zé)任缺失的表現(xiàn),也對地方政府責(zé)任缺失的原因進(jìn)行了分析,從博弈論的視角分析了中央與地方政府、房地產(chǎn)開發(fā)商和保障對象的關(guān)系。通過學(xué)習(xí)和借鑒國內(nèi)外先進(jìn)地區(qū)的保障性住房體系建設(shè),對我國保障性住房建設(shè)中政府應(yīng)盡的責(zé)任和義務(wù)提出具體的建議。
[Abstract]:As an important part of the urban housing security system in China, the indemnificatory housing plays an active role in relieving the housing tension of urban residents and protecting the housing rights and interests of the low- and middle-income people.At the same time, many problems are exposed in the process of implementation, the government as a provider of affordable housing has an unshirkable responsibility.Based on the responsibility of the government, this paper tries to explore the responsibility of the government in the construction of the indemnificatory housing according to the theory of the indemnificatory housing and the government responsibility.By studying the advanced housing security system at home and abroad, the author puts forward some suggestions that the local government should do its duty in the construction of affordable housing.This paper summarizes the related theories of government responsibility and indemnificatory housing, which defines the concept of housing security and the connotation of government responsibility, and analyzes the meaning and reason of market failure. At the same time, market failure makes it necessary for the government to intervene actively.It shows the effect of government intervention in housing market, that is, the influence on the supply and demand of housing market.This paper analyzes the responsibility of local government and the lack of responsibility in the construction of affordable housing, analyzes the reasons for the lack of responsibility of local government, and analyzes the central and local governments from the perspective of game theory.Real estate developers and the relationship between the object of protection.By studying and drawing lessons from the construction of the indemnificatory housing system in advanced areas at home and abroad, this paper puts forward some concrete suggestions on the responsibilities and obligations of the government in the construction of the supportable housing in our country.
