我國(guó)房地產(chǎn)市場(chǎng)調(diào)控政策實(shí)施與效果分析

【摘要】:從我國(guó)住房制度實(shí)施市場(chǎng)化改革以來(lái),我國(guó)房地產(chǎn)市場(chǎng)進(jìn)入高速發(fā)展階段,房?jī)r(jià)在全國(guó)范圍內(nèi)也隨之快速增長(zhǎng),成為了老百姓的心頭之痛,同時(shí)也成為了房地產(chǎn)市場(chǎng)健康發(fā)展的重大阻力。因此政府對(duì)房地產(chǎn)市場(chǎng)采取了一系列調(diào)控政策,這些政策的實(shí)施取得了一定的成效,但同時(shí)又引起了一些問(wèn)題,這說(shuō)明我國(guó)的房地產(chǎn)宏觀調(diào)控還存在一些深層次的問(wèn)題。 本文首先著重分析了我國(guó)房地產(chǎn)市場(chǎng)政策實(shí)施的效果,總結(jié)我國(guó)四輪房地產(chǎn)市場(chǎng)調(diào)控政策呈現(xiàn)“擴(kuò)張-緊縮-松綁-再緊縮”的特征,在擴(kuò)張型和寬松型政策下,房地產(chǎn)市場(chǎng)調(diào)控的效果比較明顯,基本實(shí)現(xiàn)調(diào)控目標(biāo),反之,緊縮型調(diào)控政策的實(shí)施效果不佳。 其次,從房地產(chǎn)市場(chǎng)調(diào)控的運(yùn)行環(huán)境、政策本身以及政策執(zhí)行效果的角度入手,深入分析房地產(chǎn)市場(chǎng)調(diào)控存在的問(wèn)題。在調(diào)控運(yùn)行環(huán)境中,分析宏觀調(diào)控面臨房地產(chǎn)市場(chǎng)的外部壓力,如經(jīng)濟(jì)壓力,社會(huì)文化的阻力,以及法律、制度的制約,它們對(duì)調(diào)控政策的制定、實(shí)施及效果產(chǎn)生一定影響;調(diào)控政策方面,存在宏觀調(diào)控權(quán)主體過(guò)多以及調(diào)控主體的自利性,調(diào)控政策的內(nèi)容、范圍及手段過(guò)于片面,以及宏觀調(diào)控程序缺失等問(wèn)題。在調(diào)控政策執(zhí)行過(guò)程中,地方政府的消極調(diào)控對(duì)宏觀調(diào)控的預(yù)效果產(chǎn)生很大影響。 最后,本文提出改進(jìn)我國(guó)房地產(chǎn)市場(chǎng)調(diào)控效果的對(duì)策建議,希望有助于房地產(chǎn)市場(chǎng)調(diào)控的制定與實(shí)施,提高房地產(chǎn)市場(chǎng)調(diào)控的效果,保障房地產(chǎn)市場(chǎng)持續(xù)健康發(fā)展。
[Abstract]:Since the implementation of the market-oriented reform of the housing system in our country, the real estate market in our country has entered a stage of rapid development, and housing prices have also increased rapidly throughout the country, which has become a pain in the hearts of the common people. At the same time has also become the real estate market healthy development of major resistance. Therefore, the government has adopted a series of regulation and control policies to the real estate market, which have achieved certain results, but at the same time caused some problems, which shows that there are still some deep-seated problems in the macro-control of real estate in our country. This paper first analyzes the effect of the implementation of the real estate market policy in China, and summarizes the characteristics of the four rounds of real estate market regulation and control policies in China, which are characterized by "expansion-retrenchment-loosening-retightening", under the expansionary and relaxed policies. The effect of real estate market regulation is obvious, basically realizing the target of regulation and control, on the contrary, the effect of contractionary regulation and control policy is not good. Secondly, from the angle of the running environment, the policy itself and the effect of the real estate market regulation, the problems of the real estate market regulation and control are deeply analyzed. In the operating environment of regulation and control, this paper analyzes the external pressure of macro-control in the real estate market, such as economic pressure, social and cultural resistance, as well as the restriction of law and system, which have a certain impact on the formulation, implementation and effect of the regulation and control policy. In the aspect of regulation and control policy, there are some problems, such as too many subjects of macro-control power and self-interest of the subject, too one-sided content, scope and means of the policy, and the lack of macro-control procedure. In the process of implementing the regulation and control policy, the negative control of local government has a great influence on the pre-effect of macro-control. Finally, this paper puts forward the countermeasures and suggestions to improve the effect of real estate market regulation and control in our country, hoping to help the formulation and implementation of real estate market regulation and control, to improve the effect of real estate market regulation and control, and to ensure the sustained and healthy development of real estate market.
