物流園區(qū)主動(dòng)協(xié)調(diào)規(guī)劃模型及其在香港的應(yīng)用研究

香港擁有世界一流的集裝箱港口和國(guó)際機(jī)場(chǎng),早在2001年就規(guī)劃建設(shè)物流園區(qū),但目前仍處于論證之中。物流基礎(chǔ)設(shè)施建設(shè)的時(shí)機(jī)與經(jīng)濟(jì)社會(huì)發(fā)展環(huán)境和物流需求密切相關(guān),并且其建設(shè)也需要較長(zhǎng)的周期。香港物流園區(qū)的建設(shè)規(guī)劃是在2001年香港的發(fā)展環(huán)境下編制的,其編制方法具備一定的科學(xué)性,結(jié)論也有一定的前瞻性,但香港經(jīng)濟(jì)社會(huì)發(fā)展瞬息萬(wàn)變,任何一個(gè)因素變化都可能影響物流園區(qū)建設(shè)規(guī)劃的實(shí)施,該物流園區(qū)規(guī)劃10年沒(méi)有付諸實(shí)施,也充分說(shuō)明了這一點(diǎn)。因此,為了尋找合適的物流園區(qū)建設(shè)實(shí)施時(shí)機(jī),香港政府專門組織定期對(duì)物流園區(qū)相關(guān)利益者進(jìn)行調(diào)查研究,調(diào)查對(duì)象包括物流地產(chǎn)商、物流服務(wù)提供商、中介組織成員等。作者在香港特區(qū)政府規(guī)劃署工作多年,對(duì)該物流園區(qū)的建設(shè)一直十分關(guān)注。作者認(rèn)為政府為開(kāi)展此項(xiàng)跟蹤調(diào)查每年都花費(fèi)大量的時(shí)間和人力物力,造成社會(huì)資源的浪費(fèi),并且工作效率不高。作者想通過(guò)建立一種‘主動(dòng)’協(xié)調(diào)規(guī)劃模型,用以幫助政府創(chuàng)新工作理念和提高工作效率。到目前為止,有關(guān)政府在物流園區(qū)開(kāi)發(fā)建設(shè)方面如何實(shí)施主動(dòng)協(xié)調(diào)規(guī)劃方面的深入研究較少。因此,本論文研究對(duì)香港現(xiàn)代物流業(yè)的又好又快發(fā)展具有積極的理論意義和實(shí)際應(yīng)用價(jià)值。論文的創(chuàng)新點(diǎn)主...
