【摘要】：城鎮(zhèn)化與工業(yè)化是社會發(fā)展的結果，城鎮(zhèn)化與工業(yè)化的發(fā)展也是推進社會發(fā)展的主要動力，二者在發(fā)展過程中是相輔相成、相互促進的關系。早期時候，人們還沒有注意到城鎮(zhèn)化與工業(yè)化之間的關系，二者一直沒有建立起有效的聯(lián)系，致使二者發(fā)展速度都很緩慢，發(fā)展過程中也出現(xiàn)了很多可以避免的問題，隨著經(jīng)濟社會的發(fā)展，人們逐漸意識到二者之間存在緊密的聯(lián)系，只有二者發(fā)展的協(xié)調性較好，才能促進經(jīng)濟社會的發(fā)展，如果城鎮(zhèn)化發(fā)展滯后或者工業(yè)化發(fā)展滯后，就會影響另一方的發(fā)展，進而影響整個社會的發(fā)展。 濟南市未來將成為中國的國家區(qū)域性中心城市，對山東省乃至整個環(huán)渤海和華北都具有輻射性和帶動性，但是現(xiàn)在濟南市的整體實力還不足以滿足這個要求，文章研究發(fā)現(xiàn)，一個國家或城市的社會經(jīng)濟實力與城鎮(zhèn)化和工業(yè)化的發(fā)展有著密切的關系，而濟南市城鎮(zhèn)化和工業(yè)化的發(fā)展相比于其他中心城市還有一定差距。所以應該加強對濟南市城鎮(zhèn)化與工業(yè)化發(fā)展的研究，找出制約因素，提出對策措施，加快濟南市經(jīng)濟實力的增強，以滿足濟南市作為山東省的省會和國家區(qū)域中心城市地位的需求。 基于城鎮(zhèn)化與工業(yè)化協(xié)調發(fā)展的相關理論，文章首先對濟南市的城鎮(zhèn)化和工業(yè)化發(fā)展現(xiàn)狀進行了分析，找出了近年來二者發(fā)展的歷程和規(guī)律，并研究了現(xiàn)階段存在的問題，作為分析濟南市城鎮(zhèn)化與工業(yè)化發(fā)展的基礎。文章的核心部分是運用國際標準值法和多指標分析法，對濟南市城鎮(zhèn)化與工業(yè)化的協(xié)調發(fā)展水平進行測度和分析，，經(jīng)研究發(fā)現(xiàn)，總體上看濟南市城鎮(zhèn)化與工業(yè)化發(fā)展隨著時間的推移逐步協(xié)調，但是隨著近幾年國家和地方政府對城鎮(zhèn)化的重視程度逐漸提高，制定了多項有利于城鎮(zhèn)化發(fā)展對策措施，使得濟南市城鎮(zhèn)化呈現(xiàn)飛速發(fā)展，而工業(yè)化的發(fā)展一直沒有質的飛越，發(fā)展速度比較穩(wěn)定，現(xiàn)階段已經(jīng)無法跟上城鎮(zhèn)化的發(fā)展速度，所以濟南市現(xiàn)階段甚至將來很長一段時間內工業(yè)化將會滯后于城鎮(zhèn)化。 文章對濟南市城鎮(zhèn)化與工業(yè)化協(xié)調水平的測度結果進行了深入分析，并總結出制約濟南市二者協(xié)調發(fā)展的幾個因素，包括體制機制因素、文化因素、工業(yè)化戰(zhàn)略因素等，并針對這些制約因素提出了促進濟南市城鎮(zhèn)化與工業(yè)化協(xié)調發(fā)展的對策措施，包括深化戶籍、土地等制度改革，積極發(fā)展農業(yè)產業(yè)化，統(tǒng)籌產業(yè)規(guī)劃和城鎮(zhèn)布局，縮小縣域水平差距、促進區(qū)域協(xié)調發(fā)展等等。文章最后對濟南市城鎮(zhèn)化與工業(yè)化的協(xié)調發(fā)展提出了期望，隨著對濟南市二者協(xié)調發(fā)展研究的增多，對策措施將會更加成熟完善，相信在濟南市各級人民政府和社會各界以及濟南市人民的共同努力下，未來濟南市城鎮(zhèn)化與工業(yè)化的協(xié)調程度將會逐步提高，濟南市的經(jīng)濟實力逐步增強，濟南的城市地位將會越來越重要。
[Abstract]:Urbanization and industrialization are the result of social development. The development of urbanization and industrialization is also the main driving force to promote social development. No attention has been paid to the relationship between urbanization and industrialization, which has not established an effective link, resulting in the slow development of both and the emergence of many avoidable problems in the process of development. With the development of economy and society, people gradually realize that there is a close relationship between the two. Only if the coordination of the two development is better, can the economic and social development be promoted. If the urbanization development lags behind or the industrialization development lags behind, Will affect the development of the other side, and then affect the development of society as a whole. Jinan will become China's national and regional central city in the future, and it will be radiative and zonal to Shandong Province and even the whole Bohai Sea and North China. But now the overall strength of Jinan City is not enough to meet this requirement. The social and economic strength of a country or city is closely related to the development of urbanization and industrialization. However, the development of urbanization and industrialization in Jinan is still far from that in other central cities. Therefore, we should strengthen the research on the urbanization and industrialization development of Jinan, find out the restrictive factors, and put forward some countermeasures. In order to meet the demand of Jinan as the provincial capital of Shandong Province and the status of national regional center city, Jinan should strengthen its economic strength. Based on the theory of coordinated development of urbanization and industrialization, this paper firstly analyzes the present situation of urbanization and industrialization in Jinan, finds out the course and law of their development in recent years, and studies the problems existing in the present stage. As the basis of analyzing the urbanization and industrialization development in Jinan, the core part of this paper is to measure and analyze the coordinated development level of urbanization and industrialization in Jinan by using international standard value method and multiple index analysis method. On the whole, the urbanization and industrialization development in Jinan is gradually coordinated with the passage of time. However, with the increasing attention paid by the state and local governments to urbanization in recent years, many countermeasures have been formulated in favor of urbanization. As a result of the rapid development of urbanization in Jinan, the development of industrialization has been without qualitative overflights, and the pace of development has been relatively stable. At this stage, it has been unable to keep up with the pace of urbanization. Therefore, Jinan's industrialization will lag behind urbanization at this stage and even for a long time in the future. This paper makes a deep analysis of the measurement results of the coordinated level of urbanization and industrialization in Jinan, and sums up several factors that restrict the coordinated development of the two cities, including institutional mechanism, cultural factors, industrialization strategy and so on. The countermeasures to promote the coordinated development of urbanization and industrialization in Jinan are put forward, including deepening the reform of household registration, land and other systems, actively developing agricultural industrialization, coordinating industrial planning and urban layout. Finally, the paper puts forward the expectation for the coordinated development of urbanization and industrialization in Jinan. With the increase of the research on the coordinated development of the two cities, the countermeasures will be more mature and perfect. It is believed that with the joint efforts of the people's governments at all levels of Jinan and all sectors of society as well as the people of Jinan, the degree of coordination between urbanization and industrialization in Jinan will be gradually improved in the future, and the economic strength of Jinan will be gradually enhanced. Jinan's city status will become more and more important.
