【摘要】：在對(duì)新型城鎮(zhèn)化進(jìn)行內(nèi)涵界定的基礎(chǔ)上，建立中原經(jīng)濟(jì)區(qū)新型城鎮(zhèn)化綜合評(píng)價(jià)指標(biāo)體系，以縣域?yàn)榛�本研究單元，將市區(qū)作為一個(gè)整體與縣并列，采用熵權(quán)法、變異系數(shù)、泰爾指數(shù)、統(tǒng)計(jì)分析法和ESDA方法，分析了2000年至2011年中原經(jīng)濟(jì)區(qū)新型城鎮(zhèn)化水平的空間格局及演變特征。 研究表明，“經(jīng)濟(jì)效益、非農(nóng)化就業(yè)以及市場經(jīng)濟(jì)的發(fā)育程度”是影響中原經(jīng)濟(jì)區(qū)新型城鎮(zhèn)化水平的主要因素；2000年至2011年中原經(jīng)濟(jì)區(qū)新型城鎮(zhèn)化整體區(qū)域差異減小，空間關(guān)聯(lián)性增強(qiáng)；總體空間格局變化很小，東西分化現(xiàn)象十分明顯，西強(qiáng)東弱的基本格局沒有明顯改變；新型城鎮(zhèn)化高水平區(qū)多分布于沿京廣鐵路和隴海鐵路兩側(cè)，熱點(diǎn)區(qū)高度集聚，集中分布于以鄭州市為核心的中原城市群境內(nèi)，但這種高值集聚態(tài)勢有輕微的弱化；市區(qū)的新型城鎮(zhèn)化水平相比于一般縣域具有絕對(duì)的優(yōu)勢；省際邊界區(qū)往往發(fā)展較慢，新型城鎮(zhèn)化水平較低，多形成冷點(diǎn)或次冷點(diǎn)區(qū)集聚，尤其是豫東皖北地區(qū)、豫北冀南地區(qū)和豫南地區(qū)。 在對(duì)新型城鎮(zhèn)化水平空間分布格局分析的基礎(chǔ)上，認(rèn)為自然條件、歷史基礎(chǔ)、區(qū)位條件、城市群和中心城市的集聚擴(kuò)散效應(yīng)以及區(qū)域發(fā)展政策共同塑造并推動(dòng)著中原經(jīng)濟(jì)區(qū)新型城鎮(zhèn)化空間格局的演變�；�于“如何提升經(jīng)濟(jì)實(shí)力、提升非農(nóng)就業(yè)水平、培育市場主導(dǎo)機(jī)制、提高教育和環(huán)保水平”等方面分析了在實(shí)踐中提升中原經(jīng)濟(jì)區(qū)新型城鎮(zhèn)化水平的具體措施；提出打造“一心兩帶一群”的中原經(jīng)濟(jì)區(qū)內(nèi)部核心骨架和打造四條對(duì)外聯(lián)系與交流的紐帶，，具體為：強(qiáng)化鄭州市作為中原經(jīng)濟(jì)區(qū)核心增長極的點(diǎn)帶動(dòng)作用，建設(shè)京廣隴海產(chǎn)業(yè)帶作為支撐中原經(jīng)濟(jì)區(qū)新型城鎮(zhèn)化的基本骨架，發(fā)揮其軸帶支撐作用，建設(shè)中原城市群為中原經(jīng)濟(jì)區(qū)核心增長板塊，發(fā)揮其面支撐作用；建設(shè)邯鄲、邢臺(tái)、聊城地區(qū)作為北承“環(huán)渤海”經(jīng)濟(jì)區(qū)產(chǎn)業(yè)轉(zhuǎn)移的紐帶，建設(shè)商丘、蚌埠作為東聯(lián)華東地區(qū)的紐帶，建設(shè)黃河金三角的三門峽、運(yùn)城為西接大西部的紐帶，建設(shè)南陽、信陽作為南連襄陽、武漢都市圈的紐帶。
[Abstract]:On the basis of defining the connotation of new-type urbanization, the comprehensive evaluation index system of new-type urbanization in the Central Plains Economic Zone is established. Taking the county area as the basic research unit, the urban area as a whole is juxtaposed with the county, the entropy weight method is adopted, and the coefficient of variation is adopted.This paper analyzes the spatial pattern and evolution characteristics of the new urbanization level in the Central Plains Economic Zone from 2000 to 2011 by using the Terre index, statistical analysis and ESDA method.The study shows that "economic benefits, non-agricultural employment and the development of market economy" are the main factors that affect the new urbanization level of Central Plains Economic Zone, and the overall regional difference of new-type urbanization in Central Plains Economic Zone decreases from 2000 to 2011.The spatial correlation is enhanced; the overall spatial pattern changes very little, the east-west differentiation phenomenon is very obvious, the basic pattern of the west strong and the east weak is not obviously changed; the new-type urbanization high level area distributes on the both sides of the Beijing-Guangzhou railway and the Longhai railway,The high concentration of hot spots is concentrated in the Central Plains urban agglomeration with Zhengzhou as the core, but this kind of high value agglomeration trend is slightly weakened, the new urbanization level of urban area has absolute advantage compared with the general county area.The inter-provincial boundary areas tend to develop slowly and the level of new-type urbanization is low, and most of them form cold or sub-cold spots, especially in the eastern and northern part of Henan Province, the northern part of Hebei Province and the southern part of Henan Province.On the basis of analyzing the spatial distribution pattern of the new urbanization level, the author thinks that the natural condition, the historical basis, the location condition,The agglomeration and diffusion effects of urban agglomeration and central cities and regional development policies jointly shape and promote the evolution of the new urbanization spatial pattern in the Central Plains Economic Zone.Based on "how to enhance economic strength, enhance non-agricultural employment level, cultivate market leading mechanism, improve education and environmental protection level" and other aspects, this paper analyzes the concrete measures to improve the new urbanization level of Central Plains Economic Zone in practice.This paper puts forward to build the inner core skeleton of the Central Plains Economic Zone with "one mind, two belts and one group" and to create four ties for external contacts and exchanges. The specific contents are as follows: strengthening the point leading role of Zhengzhou as the core growth pole of the Central Plains Economic Zone,The construction of the Jingguang Longhai Industrial Belt, as the basic skeleton of supporting the new urbanization of the Central Plains Economic Zone, will give play to its supporting role in the axis belt, and the construction of the Central Plains Urban agglomeration as the core growth plate of the Central Plains Economic Zone, and the construction of Handan, Xingtai,Liaocheng area, as a link for industrial transfer in the "Bohai Rim" economic zone, builds Shangqiu, Bengbu as the link of East China, and Sanmenxia in the Golden Triangle of the Yellow River. Yuncheng serves as the link between the west and the west and builds Nanyang.Xinyang as a link between Xiangyang and Wuhan metropolitan area.
