【摘要】：在社會(huì)經(jīng)濟(jì)發(fā)展的新時(shí)期,實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)全面協(xié)調(diào)可持續(xù)發(fā)展的要求更為突出,為工程咨詢業(yè)帶來(lái)了重要機(jī)遇,同時(shí)提出了更高要求,加快工程咨詢業(yè)的創(chuàng)新和發(fā)展更加緊迫。本文研究的主要意義是解決北京D工程咨詢公司固定資產(chǎn)投資項(xiàng)目前期立項(xiàng)業(yè)務(wù)來(lái)源不穩(wěn)定,項(xiàng)目實(shí)施過(guò)程中組織混亂,不能及時(shí)保質(zhì)保量完成客戶咨詢業(yè)務(wù)的問(wèn)題。通過(guò)對(duì)立項(xiàng)流程進(jìn)行詳細(xì)分析,準(zhǔn)確定位立項(xiàng)各階段需要完成的任務(wù),建立科學(xué)合理的工作流程,為工程咨詢公司前期立項(xiàng)業(yè)務(wù)的發(fā)展提供明確的指導(dǎo)方向。 本文通過(guò)文獻(xiàn)閱讀法和案例分析法,從工程咨詢公司的角度上,基于項(xiàng)目生命周期的理論,以項(xiàng)目的視覺(jué)來(lái)研究固定資產(chǎn)投資項(xiàng)目立項(xiàng)流程,實(shí)現(xiàn)對(duì)固定資產(chǎn)投資項(xiàng)目立項(xiàng)關(guān)鍵因素(業(yè)務(wù)來(lái)源、進(jìn)度、質(zhì)量)的管理。這為解決北京D工程咨詢公司從事固定資產(chǎn)投資項(xiàng)目立項(xiàng)業(yè)務(wù)所遇到的一系列問(wèn)題提供了新的視覺(jué)和解決方法。本文以北京D工程咨詢公司固定資產(chǎn)投資項(xiàng)目立項(xiàng)流程為研究對(duì)象,從流程和項(xiàng)目生命周期的角度上,系統(tǒng)的探討了北京D工程咨詢公司固定資產(chǎn)投資項(xiàng)目立項(xiàng)流程的問(wèn)題。論文首先對(duì)流程、固定資產(chǎn)投資項(xiàng)目立項(xiàng)和項(xiàng)目生命周期等相關(guān)理論進(jìn)行了綜述；其次本文從北京D工程咨詢公司視角上,對(duì)其固定資產(chǎn)投資項(xiàng)目立項(xiàng)流程進(jìn)行了界定,總結(jié)形成了立項(xiàng)流程,包含四個(gè)階段：業(yè)務(wù)開發(fā)階段、組織階段、實(shí)施階段和收尾階段；最后,根據(jù)北京D工程咨詢公司固定資產(chǎn)投資項(xiàng)目立項(xiàng)流程中的四個(gè)階段,系統(tǒng)的探討了在這四個(gè)階段的工作內(nèi)容、存在的問(wèn)題及解決方案。 在此基礎(chǔ)上,本文對(duì)北京D工程咨詢公司固定資產(chǎn)投資項(xiàng)目立項(xiàng)流程四個(gè)階段的工作內(nèi)容進(jìn)行了詳細(xì)的梳理,分別從業(yè)務(wù)來(lái)源、利益相關(guān)者及需求分析、公司組織結(jié)構(gòu)及知識(shí)性組織的構(gòu)建等不同角度探討了北京D工程咨詢公司固定資產(chǎn)投資項(xiàng)目立項(xiàng)流程的執(zhí)行問(wèn)題。本文在北京D工程咨詢公司固定資產(chǎn)投資項(xiàng)目立項(xiàng)流程中的四個(gè)階段均對(duì)其工作流程的執(zhí)行問(wèn)題及解決方法進(jìn)行了研究,主要做了以下的創(chuàng)新性工作：在業(yè)務(wù)開發(fā)階段,構(gòu)建了以北京市工程咨詢行業(yè)協(xié)會(huì)為平臺(tái)的固定資產(chǎn)投資項(xiàng)目立項(xiàng)業(yè)務(wù)招投標(biāo)模式；在組織階段,基于合伙模式構(gòu)建外部項(xiàng)目管理小組；在實(shí)施階段,組建團(tuán)隊(duì)結(jié)構(gòu)；在收尾階段,基于知識(shí)性組織構(gòu)建知識(shí)共享平臺(tái)。 本文希望通過(guò)對(duì)北京D工程咨詢有限公司固定資產(chǎn)立項(xiàng)流程的研究分析,為該公司以及北京市工程咨詢行業(yè)的整個(gè)前期立項(xiàng)業(yè)務(wù)的發(fā)展提供指導(dǎo)和參考；并從側(cè)面反映北京市工程咨詢行業(yè)協(xié)會(huì)以及相關(guān)政府部門在該行業(yè)法律法規(guī)的缺陷以及監(jiān)管力度的不足,希望能對(duì)北京市前期立項(xiàng)領(lǐng)域甚至工程咨詢行業(yè)予以指導(dǎo)、借鑒。
[Abstract]:In the new period of social and economic development, the requirement of realizing the overall coordinated and sustainable development of economy and society is more prominent, which brings important opportunities to the engineering consulting industry. At the same time, it puts forward higher requirements and speeds up the innovation and development of the engineering consulting industry.The main significance of this study is to solve the problems of unstable source of business of fixed asset investment project in Beijing D engineering consulting company, confusion of organization in the process of project implementation, and failure to complete customer consulting business in time, quality and quantity.Through the detailed analysis of the project establishment process, the tasks to be completed in each stage of project establishment are accurately located, and a scientific and reasonable work flow is established, which provides a clear direction for the development of the project establishment business in the early stage of the engineering consulting company.Based on the theory of project life cycle, this paper studies the process of fixed assets investment project from the angle of engineering consulting company and project vision by literature reading method and case analysis method.Realize the management of the key factors (business source, progress, quality) of fixed assets investment project.This provides a new vision and solution for solving a series of problems encountered by Beijing D Engineering Consulting Company engaged in fixed assets investment project establishment business.This paper takes the fixed assets investment project establishment process of Beijing D engineering consulting company as the research object, from the point of view of process and project life cycle, discusses systematically the problem of fixed asset investment project establishment process of Beijing D engineering consulting company.Firstly, the paper summarizes the related theories, such as process, fixed assets investment project establishment and project life cycle. Secondly, this paper defines the fixed asset investment project establishment process from the perspective of Beijing D engineering consulting company.The process includes four stages: business development, organization, implementation and closing. Finally, according to the four stages of fixed asset investment project of Beijing D engineering consulting company,The contents, problems and solutions in these four stages are discussed systematically.On this basis, this paper makes a detailed analysis of the work contents of the four stages of the fixed asset investment project establishment process of Beijing D Engineering Consulting Company, respectively from the business sources, stakeholders and needs analysis.This paper discusses the execution of fixed asset investment project in Beijing D engineering consulting company from different angles, such as organization structure and knowledge organization construction.In the four stages of the fixed asset investment project establishment process of Beijing D Engineering Consulting Company, this paper studies the implementation problems and solutions of its work flow, mainly doing the following innovative work: in the business development stage,This paper constructs the fixed assets investment project bidding mode based on the Beijing Engineering Consulting Industry Association, constructs the external project management group based on the partnership mode in the organization stage, and sets up the team structure in the implementation stage.At the end stage, the knowledge sharing platform is constructed based on the knowledge organization.This paper hopes to provide guidance and reference for the development of Beijing D Engineering Consulting Co., Ltd., through the research and analysis of the fixed assets project establishment process of Beijing D Engineering Consulting Co., Ltd.And from the side reflects the Beijing Engineering Consulting Industry Association and related government departments in the industry laws and regulations of the defects and regulatory deficiencies, hoping to be able to pre-project establishment in Beijing and even the engineering consulting industry to give guidance, reference.
