【摘要】:近幾年,隨著我國(guó)經(jīng)濟(jì)建設(shè)和城市化快速發(fā)展,能源資源過(guò)度消耗制約著我國(guó)的可持續(xù)發(fā)展。國(guó)家積極采取多種管理政策來(lái)加強(qiáng)節(jié)能工作力度。其中,固定資產(chǎn)投資項(xiàng)目節(jié)能評(píng)估作為項(xiàng)目審核、批準(zhǔn)和開(kāi)工建設(shè)的強(qiáng)制性前提條件,能夠從源頭上減少能源不合理消費(fèi),提高耗能企業(yè)的能源利用效率。因此,非常有必要對(duì)固定資產(chǎn)投資項(xiàng)目節(jié)能評(píng)估進(jìn)行深入研究。 本文首先對(duì)節(jié)能評(píng)估進(jìn)展和基本理論進(jìn)行概述。在國(guó)家加強(qiáng)節(jié)能減排工作的一系列法規(guī)及政策的促進(jìn)下,節(jié)能評(píng)估從開(kāi)始的節(jié)能分析篇(章)發(fā)展成為現(xiàn)在獨(dú)立的節(jié)能評(píng)估和審查制度,展現(xiàn)出強(qiáng)有力的發(fā)展優(yōu)勢(shì)。本文結(jié)合國(guó)家及河南省現(xiàn)行節(jié)能評(píng)估相關(guān)文件的基礎(chǔ)上,對(duì)節(jié)能評(píng)估的基本理論進(jìn)行了全面闡述,為節(jié)能評(píng)估實(shí)例分析研究奠定基礎(chǔ)。 然后以硝基復(fù)合肥項(xiàng)目為案例進(jìn)行節(jié)能評(píng)估實(shí)例研究。文章結(jié)合實(shí)際項(xiàng)目特點(diǎn)和評(píng)估重點(diǎn),優(yōu)化了節(jié)能評(píng)估的結(jié)構(gòu)和內(nèi)容。依據(jù)節(jié)能評(píng)估相關(guān)理論和方法,對(duì)該項(xiàng)目的建設(shè)方案、節(jié)能措施、能源消費(fèi)及其影響進(jìn)行了詳細(xì)的分析評(píng)估。結(jié)果表明,,節(jié)能評(píng)估在控制項(xiàng)目能源消費(fèi)和提高能效水平方面能夠發(fā)揮重要作用。 最后對(duì)主要研究?jī)?nèi)容進(jìn)行歸納總結(jié)。本文理論結(jié)合實(shí)例對(duì)節(jié)能評(píng)估進(jìn)行了較為全面的研究,固定資產(chǎn)投資項(xiàng)目節(jié)能評(píng)估在控制能源消費(fèi)和提高能源利用效率方面確實(shí)能發(fā)揮出重要作用。在我國(guó)今后不斷加強(qiáng)節(jié)能減排工作的背景下,節(jié)能評(píng)估還將進(jìn)一步得到發(fā)展完善,為我國(guó)的節(jié)能事業(yè)發(fā)揮更大作用。
[Abstract]:In recent years, with the rapid development of economic construction and urbanization in our country, excessive consumption of energy resources restricts the sustainable development of our country. The state actively adopts a variety of management policies to strengthen energy conservation. Energy conservation evaluation of fixed assets investment projects, as a mandatory prerequisite for project audit, approval and construction, can reduce unreasonable energy consumption at the source and improve the energy use efficiency of energy-consuming enterprises. It is necessary to study the energy conservation evaluation of fixed assets investment projects. This paper first summarizes the progress and basic theory of energy conservation evaluation. Under the promotion of a series of laws and policies to strengthen energy conservation and emission reduction, The energy conservation evaluation has developed from the beginning of the energy conservation analysis chapter (chapter) to the present independent energy conservation evaluation and review system, showing a strong development advantage. The basic theory of energy conservation evaluation is expounded comprehensively, which lays a foundation for the analysis and research of energy conservation assessment examples. Then, taking the nitro-compound fertilizer project as a case study, the paper studies the energy conservation evaluation case. The structure and content of the energy conservation evaluation are optimized according to the characteristics of the actual project and the evaluation emphases, and the relevant theories and methods of the energy conservation evaluation are used. The detailed analysis and evaluation of the project's construction scheme, energy saving measures, energy consumption and its impact show that the energy conservation evaluation can play an important role in controlling the energy consumption of the project and improving the energy efficiency level. Finally, the main research contents are summarized. Energy conservation evaluation of fixed assets investment projects can indeed play an important role in controlling energy consumption and improving energy use efficiency. In the context of strengthening energy conservation and emission reduction work in China in the future, energy conservation assessment will be further developed and perfected. For the cause of energy conservation in China to play a greater role.
