【摘要】：農村貧困治理是全面建成小康社會的關鍵議題。與傳統(tǒng)貧困治理模式不同,精準扶貧具有更強的實踐導向性和制度針對性,是現(xiàn)階段我國農村貧困治理的根本之策。然而,精準扶貧在農村貧困治理中也存在諸多困境,有必要對精準扶貧政策加以改進:改革精準識別的制度掣肘,把握精準施策的技術靶向,鍛造精準扶貧核心力量,完善脫貧攻堅成效考核機制。在此基礎上,推動形成"政府主導、市場推進、社會協(xié)同和民眾參與"的多元主體農村貧困治理體系。
[Abstract]:Rural poverty management is a key issue in building a well-off society in an all-round way. Different from the traditional poverty management model, precision poverty alleviation has stronger practical guidance and institutional pertinence, which is the fundamental strategy for rural poverty management in China at present. Precision poverty alleviation also has many difficulties in rural poverty management. It is necessary to improve the precision poverty alleviation policy: reform the system constraints of precision identification, grasp the technical targets of precision measures, forge the core force of precision poverty alleviation, On this basis, we should promote the formation of a multi-subject rural poverty management system with "government leading, market advancing, social coordination and popular participation".
