【摘要】：鄧小平主政大西南時(shí)期是中國(guó)共產(chǎn)黨實(shí)現(xiàn)從政權(quán)創(chuàng)建到國(guó)家治理轉(zhuǎn)變的一個(gè)標(biāo)志性階段,國(guó)家治理尚無(wú)經(jīng)驗(yàn)可循。鄧小平以政治家的膽識(shí)和智慧,緊緊依靠黨和人民開展國(guó)家治理實(shí)踐:堅(jiān)持以《共同綱領(lǐng)》為政策歸依和行動(dòng)指針,治西南、聚人心,求取最大社會(huì)公約數(shù);明確以反封建為切入點(diǎn),通過確定反封建的任務(wù)、明確"四個(gè)數(shù)字"破解難題、深入開展源頭治理等措施,從源頭上推動(dòng)社會(huì)治理;堅(jiān)持以基層政權(quán)建設(shè)為根本,領(lǐng)導(dǎo)組建和鞏固基層政權(quán)、成立各界人民代表會(huì)議、動(dòng)員民眾參與政權(quán)建設(shè),抓住社會(huì)治理之關(guān)鍵環(huán)節(jié);堅(jiān)持以人民為出發(fā)點(diǎn),推動(dòng)民主治理、實(shí)現(xiàn)廉潔治理、加強(qiáng)依法治理,探索國(guó)家治理的正確途徑,順利完成了建政初期黨中央賦予西南局的重要使命。
[Abstract]:The period of Deng Xiaoping in charge of Southwest China is an iconic stage for the Communist Party of China to realize the transition from the establishment of political power to the governance of the state, and there is no experience in state governance. With the courage and wisdom of statesmen, Deng Xiaoping closely relies on the Party and the people to carry out the practice of national governance: adhere to the "Common Program" as a guide for policy and action, govern the southwest, gather the hearts of the people, and seek the greatest number of social common divisors; Clearly regarding anti-feudalism as the starting point, defining the anti-feudal task, defining the "four numbers" to solve the difficult problems, and carrying out measures such as source governance, so as to promote social governance at the source; and adhere to the fundamental principle of building grass-roots regimes. Leading the formation and consolidation of grass-roots political power, setting up meetings of people's representatives from all walks of life, mobilizing the public to participate in the construction of political power, and grasping the key links of social governance; insisting on taking the people as the starting point, promoting democratic governance, realizing clean governance, and strengthening governance in accordance with the law, To explore the correct way to govern the country, successfully completed the important mission entrusted to the Southwest Bureau by the Party Central Committee in the early days of the establishment of government.
