全面推進依法治國所展現(xiàn)的戰(zhàn)略定力

文章摘要：自從中共十一屆三中全會確定了加強民主法制建設的方針以后，法制（法治）在國家政治、經(jīng)濟文化生活中的地位越來越高，對運用法治進行國家治理體系的完善和治理能力的提升越來越自信。中共十五大確定了依法治國，建設社會主義法治國家的治國方略，法治建設就成了國家現(xiàn)代化建設中的戰(zhàn)略問題。全面推進法治中國建設的戰(zhàn)略，不僅是對西方法治外交的應對，，更根本的是要在深化改革過程中實現(xiàn)執(zhí)政方式的轉(zhuǎn)變，建成中國特色的社會主義法治體系，實現(xiàn)國家治理體系和治理能力的現(xiàn)代化。或者說，全面推進依法治國，實現(xiàn)法治國家、法治政府和法治社會，不僅僅是一個戰(zhàn)術(shù)問題，《決定》在很多方面都顯示出對國家前途命運的戰(zhàn)略性思考，顯現(xiàn)出是把法治作為治國理政基本方式的戰(zhàn)略定力。

Abstr：With even important position in the political, economic and cultural life, the ruling party has been more confident in improvement of governance systems by law and the abilities for government since the policy to strengthen the construction of demo- cratic legal system was determined by the ruling party on the third Plenary Session of the 1 lth CPC Central Committee. The 15th National Party Congress has set the general plan for building a socialist country ruled by law. Socialist legal construction became the strategic issues of national modernization construction. To advance in an all - around way the building of a socialist country based on the rule of law ,we should address foreign rule - of - law diplomacy and place greater emphasis on changing governance in the process of deepen reform to build the socialist system of laws with Chinese characteristics and the modernization of the gov- ernance systems and the abilities for government. In other words, the policy of comprehensive promotion to the rule of law to build the nation of laws, a law - based government and society ruled by law is not a tactical issue. Based on the national destiny strate- gic consider, the rule - of - law is placed as the basic way of governing. We should study the decision on 18th the fourth plenary session hard, so that we can understand and carry out it.
