【摘要】：德國的PPP實踐起步遲至上世紀(jì)80年代,但之后的全速推進(jìn)同樣使其在這一領(lǐng)域成績斐然。德國經(jīng)驗為我們了解公私合作提供了另一視角,也讓我們在取鏡域外經(jīng)驗時有了更多元的參考。對德國PPP的制度發(fā)展和學(xué)理演進(jìn)進(jìn)行概覽式的系統(tǒng)梳理,并在此基礎(chǔ)上歸納德國經(jīng)驗,將對我國提供有益啟示。
[Abstract]:Germany's PPP practice started late in the 1980s, but the full speed that followed has also made it successful in this area. The German experience offers us another perspective on public-private partnerships. It also makes us have more reference when we learn from the experience of foreign countries. The system development and academic evolution of PPP in Germany are summarized systematically, and on this basis, the experience of Germany will be summed up, which will provide beneficial enlightenment to our country.
