【摘要】：加強我省設(shè)區(qū)市的立法建設(shè),是保證我省各項改革措施在法治軌道上運行的有力保障,同時也有利于充分發(fā)揮地方自主管理的積極性,提升地方工作的法制化水平。在推進地方立法進程中,必須明確立法權(quán)限,確保立法方向;嚴格統(tǒng)籌規(guī)劃,保障立法質(zhì)量;遏制"立法沖動",解決實際問題;加強控權(quán)治權(quán),有效監(jiān)督地方政府;整合立法資源,釋放法律合力。唯此,方能為地方經(jīng)濟社會發(fā)展保駕護航。
[Abstract]:To strengthen the legislative construction of our province's district and city is to ensure that every reform measure of our province can run on the track of rule by law, at the same time, it is beneficial to give full play to the enthusiasm of local autonomous management and to promote the legalization level of local work. In the process of promoting the local legislation, we must define the legislative authority and ensure the legislative direction, strictly plan as a whole, guarantee the legislative quality, restrain the "legislative impulse", solve the practical problems, strengthen the control of power and administration, and effectively supervise the local government; Integrate legislative resources and release legal forces. Only in this way, can the local economic and social development escort.
