【摘要】：我國目前自然資源產(chǎn)權(quán)制度的缺陷表現(xiàn)在自然資源所有權(quán)方面,公有產(chǎn)權(quán)占壟斷地位,并且在公有產(chǎn)權(quán)內(nèi)部存在國家所有權(quán)侵占集體所有權(quán)的傾向;在自然資源使用權(quán)方面,自然資源使用權(quán)的界定不清晰,自然資源使用期限較短,自然資源使用權(quán)取得的途徑狹窄;在自然資源轉(zhuǎn)讓權(quán)方面,只涉及自然資源使用權(quán)的轉(zhuǎn)讓,同時,自然資源使用權(quán)交易市場建設(shè)滯后;在自然資源收益方面,國家和集體所有權(quán)收益比例過高。為探索完善我國自然資源產(chǎn)權(quán)制度的基本策略,應(yīng)該構(gòu)建多元化的自然資源所有權(quán)體系,確立以市場化為導(dǎo)向的自然資源開發(fā)經(jīng)營機(jī)制,建設(shè)自然資源使用權(quán)交易市場,促進(jìn)自然資源收益分配合理化,有序推進(jìn)我國自然資源產(chǎn)權(quán)制度改革。
[Abstract]:The defects of the property right system of natural resources in our country at present are the ownership of natural resources, the monopoly of public property rights, and the tendency of state ownership to encroach on collective ownership within the public property rights, and the right to use natural resources. The definition of the right to use natural resources is unclear, the duration of use of natural resources is relatively short, and the access to the right to use natural resources is narrow; in the case of the right to transfer of natural resources, it only involves the transfer of the right to use natural resources, and at the same time The market construction of the right to use natural resources is lagging behind, and the proportion of the income of state and collective ownership is too high. In order to explore and perfect the basic strategy of the property right system of natural resources in our country, we should construct a diversified ownership system of natural resources, establish a market-oriented management mechanism of natural resources development and management, and construct a market for the trading of the right to use natural resources. We will promote the rationalization of the distribution of natural resources and promote the reform of our natural resources property rights system in an orderly manner.
