朝陽供電公司APEC峰會(huì)供電保障項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:隨著社會(huì)的不斷進(jìn)步和經(jīng)濟(jì)的逐步發(fā)展,在人們?nèi)粘Ia(chǎn)生活中,電能的地位愈發(fā)重要,應(yīng)用范圍也愈發(fā)廣泛。近年來,北京市成功舉辦了一系列重大活動(dòng),這些重大活動(dòng)的共同特點(diǎn)是社會(huì)影響力大、受關(guān)注程度高,都有規(guī)模宏大的開幕式、電視直播、重要領(lǐng)導(dǎo)講話等環(huán)節(jié),對(duì)供電安全保障有極高的要求。外界環(huán)境在不斷變化,內(nèi)外部的壓力也在逐年遞增,相應(yīng)的工作內(nèi)容越來越全面,供電公司需要應(yīng)對(duì)的困難也越來越復(fù)雜多樣,這些看似“臨時(shí)性”的政治供電保障任務(wù)已經(jīng)成為供電公司的最大挑戰(zhàn)。本文根據(jù)朝陽供電公司APEC會(huì)議供電保障工作的實(shí)際情況和自己的工作經(jīng)驗(yàn),通過應(yīng)用風(fēng)險(xiǎn)管理理論,制定了對(duì)應(yīng)的供電保障風(fēng)險(xiǎn)控制體系。首先,說明了論文的選題背景和意義,總結(jié)了國內(nèi)外關(guān)于項(xiàng)目風(fēng)險(xiǎn)管理理論研究的現(xiàn)狀和發(fā)展情況,明確了研究的主要內(nèi)容和方法。其次,描述了供電保障工作的特點(diǎn),在此基礎(chǔ)上分析了項(xiàng)目風(fēng)險(xiǎn)管理的內(nèi)容和程序,為全文奠定了理論基礎(chǔ)。再次,介紹了朝陽供電公司APEC會(huì)議供電保障工作的相關(guān)情況,并運(yùn)用德爾菲法對(duì)供電保障主要的風(fēng)險(xiǎn)因素進(jìn)行了識(shí)別分析。然后,構(gòu)建了供電保障風(fēng)險(xiǎn)評(píng)估模型,通過融合層次分析法和模糊綜合評(píng)價(jià)法來評(píng)估供電保障的主要風(fēng)險(xiǎn)因素及整體風(fēng)險(xiǎn)水平。最后,針對(duì)風(fēng)險(xiǎn)評(píng)估結(jié)果,建立了供電保障風(fēng)險(xiǎn)控制體系,將其風(fēng)險(xiǎn)控制在可接受的范圍內(nèi)。對(duì)APEC會(huì)議供電保障工作進(jìn)行系統(tǒng)的風(fēng)險(xiǎn)管理,建立了內(nèi)部風(fēng)險(xiǎn)控制體系,不僅幫助供電公司提高APEC會(huì)議供電保障工作質(zhì)量,也能反映其他保障項(xiàng)目的綜合情況。因此,研究并建立朝陽供電公司APEC會(huì)議供電保障項(xiàng)目風(fēng)險(xiǎn)控制體系,具有一定的理論意義和應(yīng)用價(jià)值。
[Abstract]:With the development of society and economy, electric energy plays a more and more important role in people's daily production and life. In recent years, Beijing has successfully held a series of major activities. The common features of these major events are that they have a large social influence and a high degree of attention. They all have large-scale opening ceremonies, live television broadcasts, important leadership speeches, and so on. The safety and security of power supply has very high requirements. The external environment is constantly changing, the internal and external pressures are also increasing year by year, the corresponding work contents are becoming more and more comprehensive, and the difficulties that power supply companies need to deal with are becoming more and more complex and diverse. These seemingly "temporary" political power security tasks have become the biggest challenge for power companies. According to the actual situation and experience of APEC conference power supply guarantee in Chaoyang Power supply Company, the corresponding risk control system of power supply guarantee is established by applying the theory of risk management. First of all, it explains the background and significance of the thesis, summarizes the current situation and development of the research on project risk management theory at home and abroad, and clarifies the main contents and methods of the research. Secondly, the characteristics of power supply guarantee are described, and the contents and procedures of project risk management are analyzed on this basis, which lays a theoretical foundation for the full text. Thirdly, the paper introduces the related situation of APEC conference power supply guarantee work in Chaoyang Power supply Company, and uses Delphi method to identify the main risk factors of power supply guarantee. Then, the risk assessment model of power supply security is constructed, and the main risk factors and the overall risk level of power supply security are evaluated by combining analytic hierarchy process and fuzzy comprehensive evaluation method. Finally, based on the results of risk assessment, a power supply guarantee risk control system is established to control the risk within an acceptable range. Systematic risk management and internal risk control system have been established for APEC conference power supply guarantee, which not only helps the power supply company to improve the quality of APEC conference power supply guarantee, but also reflects the comprehensive situation of other security items. Therefore, it has certain theoretical significance and application value to study and establish the risk control system of APEC conference power supply guarantee project in Chaoyang Power supply Company.
