【摘要】：正國(guó)庫(kù)現(xiàn)金管理是建立和完善現(xiàn)代國(guó)庫(kù)管理制度的重要內(nèi)容,是在確保國(guó)庫(kù)現(xiàn)金安全和國(guó)庫(kù)資金支付需要的前提下,有效管理國(guó)庫(kù)現(xiàn)金以降低籌資成本和獲取投資收益、提高國(guó)庫(kù)資金使用效益的一系列財(cái)政管理活動(dòng)。隨著我國(guó)國(guó)庫(kù)集中支付制度改革的不斷深入,各級(jí)財(cái)政集中在國(guó)庫(kù)單一賬戶中的庫(kù)款余額不斷增加。開展國(guó)庫(kù)現(xiàn)金管理,有利于盤活龐大的閑置國(guó)庫(kù)資金,強(qiáng)化財(cái)政調(diào)控作用。同時(shí),開展國(guó)庫(kù)現(xiàn)金管理有利于支持實(shí)體經(jīng)濟(jì)的融資需求,促進(jìn)經(jīng)濟(jì)健康發(fā)展。
[Abstract]:Treasury cash management is an important part of establishing and perfecting modern treasury management system. Under the premise of ensuring the safety of treasury cash and the need of treasury fund payment, treasury cash is managed effectively in order to reduce the cost of raising funds and obtain investment income. A series of financial management activities to improve the efficiency of the use of treasury funds. With the deepening of the reform of the centralized treasury payment system in China, the balance of treasury funds concentrated at all levels in a single account of the State Treasury is constantly increasing. At the same time, the development of treasury cash management is conducive to supporting the financing needs of the real economy and promoting the healthy development of the economy.
