【摘要】：本文在回顧中國科技計(jì)劃及專項(xiàng)資金后補(bǔ)助實(shí)施情況基礎(chǔ)上,系統(tǒng)介紹了國家重大科學(xué)儀器設(shè)備開發(fā)專項(xiàng)實(shí)施的后端資助政策,以及如何運(yùn)用精細(xì)化項(xiàng)目管理措施和評(píng)估方法使后端資助政策真正落地。根據(jù)后端資助政策的內(nèi)涵,提出了一套科學(xué)合理性且具有可操作性的中期評(píng)估指標(biāo)體系,涵蓋了“項(xiàng)目中期成果與考核指標(biāo)完成情況”“項(xiàng)目關(guān)鍵技術(shù)狀態(tài)”“基礎(chǔ)條件及發(fā)展能力”“經(jīng)費(fèi)到位與使用”“產(chǎn)業(yè)化前景、已取得的及預(yù)期效益”5方面內(nèi)容。本文的研究成果可為“十三五”國家科技計(jì)劃管理改革的后補(bǔ)助政策實(shí)施提供實(shí)踐經(jīng)驗(yàn)和理論支撐。
[Abstract]:This paper reviews the Chinese technology program and the Special Fund grants the implementation basis, introduced a system of national key scientific instrument and equipment development projects to implement the back-end subsidy policy, and how to apply sophisticated project management measures and assessment methods to end funding policy really landing. According to the connotation of back-end support policy, put forward a set of scientific and reasonable practical mid-term assessment index system, including the project results and assessment indicators to complete the "project" key technology "" basic conditions and development ability "and" the place and use "" industrialization prospect, and has achieved the expected benefits from 5 aspects. The research results of this paper can be "management reform in 13th Five-Year" National Science and technology plan after the subsidy policy to provide practical experience and theoretical support for the implementation.
