建筑防火性能化設(shè)計項(xiàng)目管理模式研究

【摘要】:隨著經(jīng)濟(jì)的發(fā)展和人們對建筑審美及使用功能的需求,越來越多的超高層建筑、大型商場以及富有藝術(shù)造型等復(fù)雜類型的建筑大量涌現(xiàn),火災(zāi)形勢越來越嚴(yán)峻,群死群傷及重、特大惡性火災(zāi)事故時有發(fā)生,而現(xiàn)行消防技術(shù)規(guī)范遠(yuǎn)不能滿足上述類型建筑設(shè)計需求。為確保此類建筑消防安全,建筑防火性能化設(shè)計應(yīng)運(yùn)而生。建筑防火性能化設(shè)計是運(yùn)用消防安全工程學(xué)的原理和方法首先制定整個防火系統(tǒng)應(yīng)該達(dá)到的性能目標(biāo),并針對各類建筑物的實(shí)際狀態(tài),應(yīng)用所有可能的方法對建筑的火災(zāi)危險和將導(dǎo)致的后果進(jìn)行定性、定量地預(yù)測與評估,從而得到最佳的建筑防火設(shè)計方案,為建筑物提供合理的火災(zāi)防護(hù)。近年來,我國部分建筑已采用了性能化防火設(shè)計方法,積累了一定的經(jīng)驗(yàn)。但由于建筑防火性能化設(shè)計尚無法律法規(guī)及標(biāo)準(zhǔn)依據(jù),未形成完整的理論體系,加之設(shè)計人員技術(shù)水平參差不齊,又不能將國外的性能化設(shè)計模式進(jìn)行照搬,且消防部門對項(xiàng)目進(jìn)行防火設(shè)計審核時沒有統(tǒng)一的標(biāo)準(zhǔn),一部分項(xiàng)目在性能化論證后未按設(shè)計施工,或存在消防安全后期管理問題,種種原因?qū)е滦阅芑O(shè)計及論證流于形式,項(xiàng)目均存在程序及步驟操作性不強(qiáng)的問題,大大降低了建筑的消防安全性能。針對以上存在的問題,筆者根據(jù)多年從事建設(shè)工程消防驗(yàn)收及消防安全監(jiān)督管理工作的實(shí)踐經(jīng)驗(yàn),對建筑防火性能化設(shè)計項(xiàng)目管理模式進(jìn)行研究。該課題通過收集陜西省近幾年通過建筑防火性能化論證的項(xiàng)目相關(guān)情況及數(shù)據(jù),對項(xiàng)目驗(yàn)收及使用管理等運(yùn)行情況進(jìn)行調(diào)研,對項(xiàng)目設(shè)計、驗(yàn)收、使用管理等各環(huán)節(jié)存在的問題進(jìn)行分析研究,確定各個環(huán)節(jié)的操作實(shí)施模式,提出合理化建議,最終形成一套完整的建筑防火性能化設(shè)計項(xiàng)目管理模式,使其合理有效地發(fā)揮建筑防火性能化設(shè)計效能,以供設(shè)計、施工、使用及監(jiān)督部門參考使用。
[Abstract]:With the development of economy and people's demand for architectural aesthetic and use functions, more and more super-high-rise buildings, large-scale shopping malls, rich in artistic modeling and other complex types of buildings emerge in large numbers, the fire situation is becoming more and more serious. In order to ensure the fire safety of this kind of building, the current fire protection technical code can not meet the needs of the above types of building design. Building fire performance design came into being. Building fire performance design is to use the principles and methods of fire safety engineering to formulate the performance objectives of the whole fire prevention system. According to the actual state of all kinds of buildings, all possible methods are used to qualitatively, quantitatively predict and evaluate the fire hazard and the consequences of the building, so as to obtain the best design scheme of building fire prevention. In recent years, some buildings in China have adopted performance-based fire prevention design method. It has accumulated some experience, but because there are no laws, regulations and standards for building fire resistance performance design, a complete theoretical system has not been formed, and the technical level of designers is not uniform. The performance design model of foreign countries can not be copied, and the fire control department has no unified standard when the fire prevention design audit, some projects in the performance-based demonstration did not according to the design construction. Or there are fire safety management problems in the later period, various reasons lead to performance-based design and argumentation become a mere formality, and there is a problem that the procedures and procedures are not strong enough to operate the project. Greatly reduces the building fire safety performance. In view of the above existing problems, the author based on many years of construction engineering fire inspection and fire safety supervision and management of practical experience. The project management model of building fire resistance performance design is studied. The project related situation and data of building fire resistance performance demonstration in Shaanxi province in recent years are collected. Carry on the investigation to the project acceptance and the use management and so on the running situation, carries on the analysis research to the project design, the acceptance, the use management and so on each link existence question, determines each link the operation implementation pattern. Finally, a set of integrated project management mode of building fire resistance performance design is formed, so that it can play a reasonable and effective role in building fire resistance performance design efficiency for design and construction.
