【摘要】：目的了解2015年社會(huì)組織參與艾滋病防治基金項(xiàng)目的申請(qǐng)與批準(zhǔn)的相關(guān)情況,為將來(lái)社會(huì)組織申請(qǐng)和實(shí)施艾滋病防治基金(簡(jiǎn)稱防艾基金)項(xiàng)目提供參考。方法對(duì)社會(huì)組織與培育基地通過(guò)"社會(huì)組織參與艾滋病防治基金項(xiàng)目管理系統(tǒng)"填報(bào)的903份項(xiàng)目申請(qǐng)書和批準(zhǔn)的751份申請(qǐng)書,按高危人群干預(yù)類和艾滋病病毒感染者/病人隨訪管理和關(guān)懷救助類進(jìn)行整理和分析。結(jié)果 758家社會(huì)組織申請(qǐng)了903個(gè)項(xiàng)目,總經(jīng)費(fèi)約6 968.3萬(wàn)元。經(jīng)評(píng)審,共批準(zhǔn)了751個(gè)項(xiàng)目,總經(jīng)費(fèi)4 506.3萬(wàn)元。其中在民政部門登記的社會(huì)組織獲批項(xiàng)目占申請(qǐng)項(xiàng)目的比例為81.0%(196/242),未在民政部門登記的社會(huì)組織依托316家培育基地獲批項(xiàng)目數(shù)占申請(qǐng)項(xiàng)目的比例為84.0%(555/661)。經(jīng)評(píng)審批準(zhǔn)的項(xiàng)目中,高危人群干預(yù)類項(xiàng)目占未在民政部門登記的社會(huì)組織項(xiàng)目數(shù)的65.0%。由當(dāng)?shù)丶膊☆A(yù)防控制部門作為培育基地聯(lián)合未在民政部門登記的社會(huì)組織申請(qǐng)獲得批準(zhǔn)的項(xiàng)目占全部項(xiàng)目的50.5%(379/751),項(xiàng)目的平均經(jīng)費(fèi)為4.8萬(wàn)元;由在民政部門登記的社會(huì)組織單獨(dú)申請(qǐng)獲得批準(zhǔn)的項(xiàng)目占全部項(xiàng)目的26.1%(196/751),項(xiàng)目的平均經(jīng)費(fèi)為6.9萬(wàn)元。結(jié)論社會(huì)組織申請(qǐng)和獲批準(zhǔn)的項(xiàng)目多集中在高危行為干預(yù)類活動(dòng);依托培育基地的項(xiàng)目相對(duì)規(guī)模較小,需要進(jìn)一步的支持和指導(dǎo)。
[Abstract]:Objective to understand the application and approval of social organizations to participate in AIDS fund project in 2015. To provide a reference for the application and implementation of the AIDS fund for social organizations in the future. Methods to fill out the social organization and cultivation base through the project management system of social organizations participating in the fund for the prevention and treatment of AIDS. 903 project applications and 751 approved applications, According to high-risk population intervention and HIV infection / patient follow-up, management and care and assistance, 758 social organizations applied for 903 projects, with a total cost of about sixty-nine million six hundred and eighty-three thousand yuan. A total of 7551 projects were approved after assessment. The total expenditure was forty-five million sixty-three thousand yuan. The proportion of approved projects approved by social organizations registered in civil affairs departments was 81.0% of the total number of projects applied for. The proportion of projects approved by social organizations not registered in civil affairs departments with 316 breeding bases accounted for the proportion of projects applied for. For 84.0 / 555 / 661. of the projects that have been reviewed and approved, High risk population intervention projects accounted for 65.0% of social organization projects not registered with civil affairs departments. Projects approved by local disease prevention and control departments as breeding bases and social organizations not registered with civil affairs departments accounted for 65.0% of the total number of social organization projects not registered with civil affairs departments. The average cost of the project is 48,000 yuan. The projects which were approved by the social organizations registered in the civil affairs department accounted for 26.1% of the total items, and the average cost of the projects was 69,000 yuan. Conclusion the projects applied for and approved by social organizations are mainly focused on high-risk behavior intervention activities. The project relying on the cultivation base is relatively small and needs further support and guidance.
