【摘要】：隨著我國經(jīng)濟(jì)的快速發(fā)展,國家和企業(yè)對建設(shè)項目管理愈加重視和規(guī)范。我國從1982年開始將可行性研究列為基本建設(shè)中的一項重要程序,國有企業(yè)為了保證投資取得實效也將可行性研究作為建設(shè)項目的必備前提。本文屬于應(yīng)用研究,主要是對技術(shù)經(jīng)濟(jì)可行性研究理論方法進(jìn)行了實踐運(yùn)用,在充分調(diào)查的前提下,從技術(shù)分析、財務(wù)分析入手,對下寺灣采油廠集油站建設(shè)項目的必要性和技術(shù)經(jīng)濟(jì)可行性進(jìn)行了較為系統(tǒng)地評價。下寺灣采油廠現(xiàn)有的兩座集油站,其中一座存在嚴(yán)重安全環(huán)保隱患,需要改擴(kuò)建或另外擇址建設(shè)新站。本文采用決定型、經(jīng)濟(jì)型、比較型、可行性等理論方法,論證了擇址新建集油站項目的必要性,對項目選址、工藝流程、土建等技術(shù)指標(biāo)判斷進(jìn)行了系統(tǒng)評價,對項目投資費(fèi)用、全壽命期費(fèi)用現(xiàn)值、投資回收期等財務(wù)指標(biāo)進(jìn)行了計算。通過對比擇優(yōu),該項目選址在管輸公司下寺灣插輸站東側(cè),與之共用部分設(shè)施,與本文探討的其它方案及石油行業(yè)常規(guī)標(biāo)準(zhǔn)對比都具有一定優(yōu)勢,最終得出了項目技術(shù)經(jīng)濟(jì)可行的結(jié)論。
[Abstract]:With the rapid economic development of our country, the government and enterprises pay more and more attention to the construction project management. Since 1982, the feasibility study has been listed as an important procedure in the capital construction in our country. In order to ensure the actual effect of the investment, the state-owned enterprises also regard the feasibility study as the prerequisite of the construction project. This article belongs to the applied research, mainly carries on the practice application to the technical and economic feasibility research theory method, under the premise of the full investigation, Based on technical analysis and financial analysis, the necessity and technical and economic feasibility of oil gathering station construction project in Xiashi Bay Oil production Plant are systematically evaluated. One of them has serious hidden dangers of safety and environmental protection, so it is necessary to rebuild, expand or select a new site to build a new station. This paper demonstrates the necessity of constructing a new oil gathering station project by using the theoretical methods of decision type, economy type, comparison type, feasibility and so on. The project location, process flow, civil engineering and other technical indexes are systematically evaluated, and the project investment cost, the present value of the whole life cost, the investment recovery period and other financial indexes are calculated. The site of the project is located in the east side of Xiashi Bay transportation station of pipeline transportation company, and some facilities are shared with it. The project has some advantages compared with other schemes discussed in this paper and the conventional standard of petroleum industry. Finally, the technical and economic feasibility of the project is concluded.
