可及性的概念、測(cè)度及影響因素研究:文獻(xiàn)綜述

【摘要】：近年來(lái),"可及性"一詞頻繁出現(xiàn)在基本公共服務(wù)的政策文本中,顯示出學(xué)界研究基本公共服務(wù)可及問(wèn)題十分必要。然而迄今為止,我國(guó)學(xué)界尚未出現(xiàn)一篇系統(tǒng)回顧可及性研究的文獻(xiàn),梳理該領(lǐng)域的核心研究問(wèn)題與總體進(jìn)展,為后續(xù)研究作好基礎(chǔ)性理論知識(shí)的鋪墊。可及性概念經(jīng)歷了從產(chǎn)生、完善到批判性發(fā)展的階段,初步形成了"服務(wù)使用"和"顧客與系統(tǒng)適配度"兩種主流觀點(diǎn)。實(shí)證測(cè)度多針對(duì)社會(huì)中的脆弱性群體,構(gòu)成維度因依據(jù)不同概念界定方式而有所差別,所采用的工具為構(gòu)建數(shù)學(xué)模型與指標(biāo)體系、問(wèn)卷調(diào)查與信息通訊技術(shù)等�？杉靶援a(chǎn)生于供需系統(tǒng)形成適當(dāng)性搭配的過(guò)程,既有研究也重點(diǎn)從"供給"和"需求"的理論視角探討影響可及性的基本因素。囿于我國(guó)學(xué)者開(kāi)展可及性研究是在西方公共醫(yī)療衛(wèi)生可及性研究的臺(tái)本下進(jìn)行的,因而在研究對(duì)象與視域、概念辨析、理論框架、測(cè)度工具等方面仍存改進(jìn)空間。
[Abstract]:In recent years, the word "accessibility" has appeared frequently in the policy texts of basic public services, which shows that it is necessary for academic circles to study the accessibility of basic public services. However, up to now, there has not been a systematic review of the literature on accessibility in the academic circles of our country, combing the core research problems and overall progress in this field, so as to pave the way for the follow-up research to lay a good foundation for the basic theoretical knowledge. The concept of accessibility has gone through the stage from emergence, perfection to critical development, and initially formed two mainstream viewpoints: "service use" and "customer and system adaptability". Most of the empirical measures are aimed at the vulnerable groups in the society, and the constituent dimensions are different according to different concepts. The tools used are to construct mathematical models and index systems, questionnaires and information and communication technologies, and so on. Accessibility comes from the process of forming appropriateness collocation in supply and demand system. Both research and emphasis are also focused on the basic factors that affect accessibility from the theoretical perspective of "supply" and "demand". Due to the fact that Chinese scholars carry out accessibility research under the platform of western public medical and health accessibility research, there is still room for improvement in the aspects of research object and horizon, concept discrimination, theoretical framework, measurement tools and so on.
