【摘要】：所謂國泰民安,年壽人豐就是國家太平安定,百姓安居樂業(yè),一派繁榮昌盛的景象。國家昌盛得益于經(jīng)濟(jì)的繁榮,百姓安居有賴于公共服務(wù)的充足供給。為了適應(yīng)社會改革發(fā)展的需要,政府逐漸深化行政體制改革,積極轉(zhuǎn)變政府職能,積極擔(dān)負(fù)起公共服務(wù)領(lǐng)域的政府責(zé)任,努力讓國民享受健全的基本公共服務(wù),提高基本公共服務(wù)均等化水平。檔案館作為政府職能的延伸,亦是公共服務(wù)的主體之一,以社會公共利益為最高追求,承擔(dān)檔案信息領(lǐng)域的的公共責(zé)任,以公允、客觀的理念和開放的檔案信息資源服務(wù)全體社會公眾,是社會獲取、利用和共享信息資源的理想公共場所。檔案館在行政體制改革浪潮的席卷下,不斷審視自身,不斷尋求機(jī)遇,將創(chuàng)造有利于檔案事業(yè)發(fā)展的社會條件和保障落實(shí)公民檔案利用權(quán)利作為尋求自身改革創(chuàng)新的突破點(diǎn),普惠性服務(wù)的開展和推廣必將成為檔案館實(shí)現(xiàn)自身事業(yè)新發(fā)展的強(qiáng)勁推動力。檔案館在改革發(fā)展中不斷前進(jìn),從以前的神秘陌生到現(xiàn)在的開放豁達(dá),從以前的嚴(yán)肅刻板到現(xiàn)在的溫馨親民,普通百姓與檔案館的距離越來越近,聯(lián)系越來越緊密,特別是政府信息公開的常態(tài)化、制度化使公共服務(wù)更加透明化、陽光化,檔案館社會公共服務(wù)領(lǐng)域也得以拓展。檔案館普惠性服務(wù)就是以實(shí)現(xiàn)檔案服務(wù)覆蓋全體社會成員為目標(biāo),保障公民的檔案利用權(quán)利和信息獲取權(quán)益,在更廣闊范圍內(nèi)實(shí)現(xiàn)檔案利用的自由、開放和共享。檔案館普惠性服務(wù)也是進(jìn)一步實(shí)現(xiàn)檔案服務(wù)社會化,構(gòu)建檔案服務(wù)社會化新格局,拓展檔案服務(wù)覆蓋面,促進(jìn)檔案事業(yè)健康持續(xù)發(fā)展的必然選擇。因此,本文圍繞檔案館普惠性服務(wù)展開論述,全文由六個(gè)部分組成:第一部分為緒論,主要闡述選題的研究背景、研究目的和研究意義等內(nèi)容,梳理概括了國內(nèi)外專家學(xué)者有關(guān)檔案館普惠性服務(wù)的觀點(diǎn),以國內(nèi)外研究現(xiàn)狀的形式做了回顧,對選題的主要研究內(nèi)容做了簡單介紹,并選擇了合適的研究方法,理順研究思路,最后總結(jié)了選題的創(chuàng)新點(diǎn)和特色之處。第二部分為檔案館普惠性服務(wù)概述,首先是對普惠性一詞的追根溯源,解讀了普惠性的內(nèi)涵,厘清了普惠性的發(fā)展脈絡(luò),在廣泛搜集大量事例和參照國內(nèi)外成功實(shí)踐的基礎(chǔ)上,結(jié)合檔案學(xué)基礎(chǔ)理論,給出了檔案館普惠性服務(wù)的定義。其次從歷史唯物主義、檔案學(xué)和公共管理學(xué)等角度論述了檔案館普惠性服務(wù)開展的理論基礎(chǔ),從法律法規(guī)和國家政策等方面探討了檔案館普惠性服務(wù)的法律依據(jù),說明檔案館普惠性服務(wù)具有深厚的根基。最后闡釋了檔案館普惠性服務(wù)的意義,認(rèn)為在塑造檔案館形象、保障公民合法權(quán)益、推動社會主義和諧社會建設(shè)等方面具有重要意義。第三部分為檔案館普惠性服務(wù)的現(xiàn)狀,一系列檔案利用政策的出臺指明了檔案館普惠性服務(wù)的發(fā)展方向,相關(guān)政策和指導(dǎo)文件則為檔案館普惠性服務(wù)的開展創(chuàng)造了一個(gè)良好的發(fā)展環(huán)境;各級各地檔案館紛紛確立服務(wù)為先的理念,加強(qiáng)檔案服務(wù)建設(shè),改善基礎(chǔ)硬件設(shè)施,提升檔案服務(wù)內(nèi)涵,提高檔案利用率,贏得了公眾贊許和好評。第四部分為當(dāng)前我國檔案館在普惠性服務(wù)方面存在的問題及成因,雖然我國檔案館普惠性服務(wù)取得成果顯著,但是也存在不容忽視的問題。主要表現(xiàn)在:檔案法律法規(guī)不健全,檔案利用政策實(shí)施不到位;檔案館藏結(jié)構(gòu)不合理,檔案信息資源開發(fā)力度不夠;檔案利用手續(xù)繁瑣,存在差別歧視服務(wù)現(xiàn)象;檔案服務(wù)水平不高,服務(wù)手段單一。第五部分為優(yōu)化我國檔案館普惠性服務(wù)的對策,針對檔案館普惠性服務(wù)存在的問題,本著以民為本的精神,從健全檔案法律法規(guī),增強(qiáng)館藏資源與社會需求的耦合度、精簡檔案利用流程、轉(zhuǎn)變服務(wù)理念、提高檔案服務(wù)水平,加強(qiáng)檔案館普惠性服務(wù)理念的宣傳普及、提高社會檔案意識等方面提出了改進(jìn)措施。最后一部分是結(jié)語,即對全文的總結(jié)。檔案館普惠性服務(wù)建設(shè)任重道遠(yuǎn),只有全民共建,大家齊心協(xié)力,才能使檔案館普惠性服務(wù)越做越好。
[Abstract]:The so-called State of the People's Republic of China, the annual life of the people, is the country's peace and stability, the people live in the music industry, the prosperity of the scene. The prosperity of the nation, thanks to the prosperity of the economy, depends on the adequate supply of public services. In order to meet the needs of the development of the social reform, the government will gradually deepen the reform of the administrative system, actively transform the government function, take the responsibility of the government in the field of public service, and try to make the national enjoy the sound basic public service and improve the level of the equalization of the basic public service. The archives, as the extension of the government function, are also one of the main bodies of the public service. The public interests of the public are the highest pursuit, the public responsibility in the field of file information is assumed, the public is served by the fair, objective and open file information resources, and is a social acquisition. An ideal public place to utilize and share information resources. The archives, under the sweeping of the wave of administrative system reform, constantly look at themselves and constantly seek opportunities, and will create social conditions conducive to the development of the archives and guarantee the implementation of the right of the citizens to take advantage of the right as an important point to seek the innovation of the self-reform. The development and promotion of the service of the self-service will be a strong driving force for the archives to realize the new development of its own cause. The archives continue to advance in the reform and development, from the old mysterious to the present open-minded, from the previous serious to the present warm and the people, the distance between the ordinary people and the archives is getting closer, the contact is becoming more and more close, especially the normal of the government information disclosure, The institutionalization of the public service is more transparent, and the public service area of the archives is also expanded. The archival service of the archives is to achieve the goal of covering all the members of the society with the service of the archives, to guarantee the rights and interests of the citizens' archives, and to realize the free, open and shared use of the archives in a wider range. The archival service of the archives is the inevitable choice to further realize the socialization of the archives service, to construct the new pattern of the service of the archives, to expand the coverage of the archives service and to promote the healthy and sustainable development of the archives.
