【摘要】：本質(zhì)上來看,微博是網(wǎng)絡(luò)時(shí)代的產(chǎn)物,它有效結(jié)合了先進(jìn)的科技手段與公民強(qiáng)烈的參政問政需求。在我國(guó),微博以其極高傳播活力、話題深度以及輿論熱度,成為了最具影響力的網(wǎng)絡(luò)社交渠道之一。微博的廣泛應(yīng)用,也使得我國(guó)公民的微博問政處于空前活躍的狀態(tài)。2011年是我國(guó)政務(wù)微博飛速發(fā)展的一年,政務(wù)微博不但在數(shù)量實(shí)現(xiàn)了飛快增長(zhǎng),而且已經(jīng)成為公民與政府之間溝通的橋梁：公民通過微博參政問政,表達(dá)自己的訴求；政府通過政務(wù)微博獲取民意,以求更好的管理公共事務(wù),官與民之間互動(dòng)良好有效,因此學(xué)界也普遍認(rèn)同將2011年作為我國(guó)“微博問政元年”。微博問政作為推進(jìn)我國(guó)網(wǎng)絡(luò)民主化進(jìn)程的重要舉措,方面有利于公民表達(dá)權(quán)、知情權(quán)、參與權(quán)的有效實(shí)現(xiàn)和表達(dá)；另一方面也可以對(duì)政府是否依法、科學(xué)執(zhí)政進(jìn)行監(jiān)督,敦促其及時(shí)回應(yīng)民眾訴求,化解輿情危機(jī)。但是作為一種社交平臺(tái),微博天然的缺陷阻礙了其最大作用的發(fā)揮,加之我國(guó)微博問政的運(yùn)作模式并沒有發(fā)展成熟,仍處在探索階段,因此在微博問政過程中難免存在一些問題和不足。本文首先對(duì)我國(guó)政務(wù)微博發(fā)展的現(xiàn)狀進(jìn)行了描述；然后以公民參與作為視角切入,從主體、途徑、客體三方面分析了我國(guó)微博問政存在的問題及問題出現(xiàn)的原因；之后根據(jù)上文的分析從主體、途徑、客體以及保障四個(gè)方面提出了對(duì)策建議,希望對(duì)進(jìn)一步完善我國(guó)微博問政提供借鑒和參考。
[Abstract]:In essence, Weibo is the product of the network age, which effectively combines advanced scientific and technological means with the strong demand of citizens to participate in politics and politics. In China, Weibo has become one of the most influential online social channels because of its high communication vitality, topic depth and popularity of public opinion. With the wide application of Weibo, Weibo politics of Chinese citizens is in an unprecedented state of activity. 2011 is a year of rapid development of Chinese government affairs Weibo, and the number of government affairs Weibo not only has achieved rapid growth, but also the number of government affairs and government affairs has not only increased rapidly, but also the number of government affairs has not only increased rapidly. As an important measure to promote the process of network democratization in China, Weibo is conducive to the effective realization and expression of citizens' right to expression, the right to know and the right to participate. On the other hand, it can also supervise whether the government is in power scientifically according to law, and urge it to respond to the demands of the people in a timely manner and resolve the crisis of public opinion. However, as a social platform, the natural defects of Weibo hinder its greatest role. In addition, the operation mode of Weibo in China has not developed and is still in the exploratory stage. Therefore, in the process of Weibo politics, there are inevitably some problems and deficiencies. This paper first describes the present situation of the development of Weibo, and then from the perspective of citizen participation, analyzes the existing problems and the causes of Weibo politics in China from three aspects: subject, way and object. Then, according to the above analysis, this paper puts forward some countermeasures and suggestions from four aspects: subject, way, object and guarantee, hoping to provide reference and reference for further perfecting Weibo's political inquiry.
