城鎮(zhèn)過渡型社區(qū)公共安全治理研究新視野——基于“結構-場域”的分析

【摘要】：城鎮(zhèn)過渡型社區(qū)的公共安全治理問題,不僅是風險規(guī)避的結構性制度設計問題,也是基層社會治理的系統(tǒng)性新問題。因此,對嵌入多重復合型社會風險結構和深度流變要素重構場域中的過渡型社區(qū),公共安全治理問題的研究,應給予整個社會系統(tǒng)影響下的社區(qū)治理結構,治理軌跡的政策動因和社會機制、治理的目標與價值導向以整體關照。本文借助"結構—場域"的分析路徑,從全域社會系統(tǒng)的分析視角,以社會生態(tài)理論的社會系統(tǒng)與生態(tài)系統(tǒng)的耦合關系為前提,面向城鎮(zhèn)過渡型社區(qū)公共安全治理"結構良性"與"系統(tǒng)永續(xù)"雙重目標,嘗試性提出了城鎮(zhèn)化進程中安全社區(qū)治理場域建構的解釋框架。這種研究思路能夠在整體把握城鎮(zhèn)化社區(qū)發(fā)展演化的基本規(guī)律的同時,深入探析安全社區(qū)本體"規(guī)范結構"和"行為結構"形成的邏輯和模式,以達到完善過渡型社區(qū)安全治理理論建構和深入實踐探索之雙重目的。
[Abstract]:The problem of public safety governance in urban transitional communities is not only a structural system design problem of risk aversion, but also a systematic new problem of grass-roots social governance. Therefore, the research on the governance of transitional community and public safety in the field of embedded multiple compound social risk structure and deep evolution factors should be given to the community governance structure under the influence of the whole social system. The policy motivation and social mechanism of governance trajectory, the goal and value orientation of governance are cared for as a whole. With the help of the analysis path of "structure-field", from the perspective of the global social system, this paper takes the coupling relationship between the social system and the ecosystem of the social ecological theory as the premise. Facing the dual goals of "benign structure" and "system sustainability" in urban transitional community public safety governance, this paper attempts to put forward the explanatory framework of safe community governance field construction in the process of urbanization. This research idea can grasp the basic law of the development and evolution of the urbanized community as a whole, and at the same time, it can deeply explore the logic and mode of the formation of the "normative structure" and "behavior structure" of the Noumenon of the safe community. In order to achieve the dual purpose of perfecting the theoretical construction of transitional community security governance and in-depth practical exploration.
