大學(xué)生自主創(chuàng)業(yè)的政府責(zé)任研究

【摘要】：我國經(jīng)濟(jì)社會進(jìn)入重要的轉(zhuǎn)型期,經(jīng)濟(jì)增速的腳步已明顯放緩,在這種背景下,大學(xué)生自主創(chuàng)業(yè)日益凸顯出其自身的優(yōu)勢,成為緩解就業(yè)壓力的一劑良方。作為一種新的就業(yè)模式,大學(xué)生自主創(chuàng)業(yè)的比例呈上升趨勢,大學(xué)生已不僅是求職者,而發(fā)展為創(chuàng)造職位的創(chuàng)業(yè)者,實現(xiàn)這些離不開政府的有力支持。作為對人民負(fù)責(zé)的責(zé)任型政府,我國政府對大學(xué)生自主創(chuàng)業(yè)來說責(zé)任巨大且?guī)в兄鲗?dǎo)性。但現(xiàn)實情況卻不容樂觀,種種原因造成的政府責(zé)任缺失或履職不到位給本來就困難重重的創(chuàng)業(yè)大學(xué)生帶來更大的沖擊。我國政府必須深刻認(rèn)識到這些,承擔(dān)起相應(yīng)責(zé)任,努力為他們創(chuàng)造條件、優(yōu)化環(huán)境,盡心竭力地支持大學(xué)生自主創(chuàng)業(yè)�；诖�,筆者對當(dāng)下政府促進(jìn)大學(xué)生自主創(chuàng)業(yè)的責(zé)任履行情況進(jìn)行研究,針對所出現(xiàn)的問題提出有益建議。其主要內(nèi)容為:第一部分主要概述選題背景及價值、國內(nèi)外研究進(jìn)展概述、研究的內(nèi)容與方法、研究重點(diǎn)及難點(diǎn)介紹等4個方面內(nèi)容。第二部分通過文獻(xiàn)檢索概述相關(guān)理論,討論政府責(zé)任,包括政府責(zé)任的合理性和有限性問題,然后理解大學(xué)生自主創(chuàng)業(yè)的含義,最后將政府促進(jìn)大學(xué)生創(chuàng)業(yè)的責(zé)任定位為加強(qiáng)輿論、教育、政策、資金、環(huán)境配套等5方面的支持。第三部分對政府促進(jìn)大學(xué)生自主創(chuàng)業(yè)中責(zé)任履行狀況開展調(diào)查,從創(chuàng)業(yè)的氛圍、法律、政策、教育、資金、服務(wù)等六方面總結(jié)所存在的問題,并分析導(dǎo)致問題的原因主要在于責(zé)任意識、監(jiān)督機(jī)制及行政體制上不合理。第四部分針對其他國家政府在大學(xué)生自主創(chuàng)業(yè)過程中采取的有力措施,進(jìn)行歸納分析,概括出對大學(xué)生培養(yǎng)創(chuàng)新精神、增強(qiáng)核心競爭力、搭建服務(wù)平臺等方面的經(jīng)驗,為我國政府更好地履行扶持大學(xué)生自主創(chuàng)業(yè)責(zé)任提供有益參考。第五部分基于前面的研究,筆者對我國政府履行促進(jìn)大學(xué)生自主創(chuàng)業(yè)職責(zé)提出建議:明確促進(jìn)大學(xué)生創(chuàng)業(yè)的責(zé)任主體,加強(qiáng)對創(chuàng)業(yè)工作的組織領(lǐng)導(dǎo);優(yōu)化大學(xué)生自主創(chuàng)業(yè)的硬環(huán)境,營造大學(xué)生自主創(chuàng)業(yè)的軟環(huán)境;加大政策執(zhí)行力度,加強(qiáng)政策執(zhí)行的監(jiān)督反饋;優(yōu)化大學(xué)生自主創(chuàng)業(yè)的貸款扶持政策,積極鼓勵風(fēng)險投資支持,大力籌集大學(xué)生創(chuàng)業(yè)基金。
[Abstract]:China's economy and society have entered an important transition period, and the pace of economic growth has slowed down obviously. Under this background, college students' independent entrepreneurship increasingly highlights their own advantages, and has become a good way to alleviate the pressure of employment. As a new employment model, the proportion of college students starting their own businesses is on the rise. College students are not only job seekers, but also become job-creating entrepreneurs, which can not be realized without the strong support of the government. As a responsible government to the people, our government has a great and dominant responsibility for college students to start their own businesses. However, the reality is not optimistic, various reasons caused by the lack of government responsibility or lack of performance to the already difficult entrepreneurial college students have a greater impact. Our government must deeply understand these, bear the corresponding responsibility, strive to create conditions for them, optimize the environment, and do their best to support college students to start their own businesses. Based on this, the author studies the implementation of the responsibility of the government to promote college students to start their own businesses, and puts forward some useful suggestions for the problems. The main contents are as follows: the first part mainly summarizes the background and value of the selected topic, the summary of research progress at home and abroad, the contents and methods of the research, the key points and difficulties of the research. The second part summarizes the relevant theories through literature retrieval, discusses the rationality and limitation of government responsibility, including government responsibility, and then understands the meaning of college students starting their own businesses. Finally, the responsibility of the government to promote college students to start a business is defined as strengthening the support of public opinion, education, policy, capital, environmental support and so on. The third part investigates the implementation of the responsibilities of the government in promoting college students to start their own businesses, and summarizes the existing problems from six aspects: the atmosphere of entrepreneurship, laws, policies, education, funds, services and so on. The main causes of the problems are the consciousness of responsibility, the supervision mechanism and the unreasonable administrative system. The fourth part summarizes and analyzes the powerful measures taken by other governments in the process of college students' independent entrepreneurship, and summarizes the experience of cultivating innovative spirit, enhancing core competitiveness and building service platform for college students. It provides a useful reference for our government to better fulfill the responsibility of supporting college students to start their own businesses. The fifth part is based on the previous research, the author puts forward some suggestions for our government to fulfill the responsibility of promoting college students to start their own businesses: clear the main body of responsibility to promote college students' entrepreneurship, and strengthen the organizational leadership of entrepreneurial work; We should optimize the hard environment for college students to start their own businesses, create a soft environment for college students to start their own businesses, strengthen the implementation of policies, and strengthen the supervision and feedback of policy implementation. We should optimize the loan support policy for college students to start their own businesses, actively encourage venture capital support, and vigorously raise college students' entrepreneurial funds.
