【摘要】：隨著浙江省“創(chuàng)新強(qiáng)省”理念的提出,創(chuàng)新成為促進(jìn)浙江經(jīng)濟(jì)社會持續(xù)穩(wěn)定增長的核心要素,這種轉(zhuǎn)變既符合當(dāng)前知識經(jīng)濟(jì)時代發(fā)展的特征,又符合浙江省當(dāng)前經(jīng)濟(jì)轉(zhuǎn)型的需求,也就對浙江省高校研究生教育的提出了更高要求。一方面,社會經(jīng)濟(jì)對研究生人才的需求不斷增加;另一方面研究生培養(yǎng)對資源的要求也不斷攀升,研究生教育資源的稀缺性越來越突出,極大制約了研究生教育的進(jìn)一步發(fā)展。在研究生教育資源配置上,存在著教育資源的有限性與研究生教育發(fā)展所需要資源的無限性之間的客觀矛盾,要這個矛盾,就必須解決教育資源優(yōu)化配置問題。在資源有限的前提條件下,研究生教育資源如能得到合理配置與優(yōu)化配置,其資源使用效率無疑將會得到明顯提高,合理配置高校研究生教育資源是研究生教育發(fā)展的現(xiàn)實需要,也是浙江發(fā)展創(chuàng)新強(qiáng)省的現(xiàn)實需求。 本文采用理論分析與實證研究相結(jié)合的方法,在分析浙江省研究生教育資源類型和資源配置現(xiàn)狀的基礎(chǔ)上,引出具體的評價指標(biāo),并用DEA分析法以浙江工業(yè)大學(xué)為例,分析了研究生教育資源配置效率,在此基礎(chǔ)上,指出在創(chuàng)新強(qiáng)省視野下研究生教育資源優(yōu)化配置應(yīng)遵循的原則,并具體從政府、市場、高校三個方面提出優(yōu)化研究生教育資源配置的對策。
[Abstract]:With the idea of "innovating and strengthening the province", innovation has become the core factor to promote the sustained and stable growth of Zhejiang's economy and society. This transformation is in line with the characteristics of the development of the current era of knowledge economy. In line with the needs of the current economic transformation in Zhejiang Province, it puts forward higher requirements for graduate education in Zhejiang Province. On the one hand, the demand for graduate students in the social economy is increasing; On the other hand, the demand for resources for graduate education is also rising, and the scarcity of graduate education resources is becoming more and more prominent, which greatly restricts the further development of graduate education. There exists an objective contradiction between the limitation of educational resources and the infinity of resources needed for the development of postgraduate education. In order to solve this contradiction, we must solve the problem of optimal allocation of educational resources. If the resources of graduate education can be allocated reasonably and optimally, the utilization efficiency of the resources will be obviously improved, and the reasonable allocation of the resources of graduate education in colleges and universities is the realistic need of the development of graduate education. Is also Zhejiang development innovation strong province's realistic demand. This paper adopts the method of combining theoretical analysis with empirical research, on the basis of analyzing the types of educational resources and the present situation of resource allocation of graduate students in Zhejiang Province, leads out the specific evaluation indexes, and takes Zhejiang University of Technology as an example with DEA analysis method. On the basis of analyzing the efficiency of graduate education resource allocation, this paper points out the principles to be followed in the optimal allocation of graduate education resources from the perspective of innovative and strong province, and concretely from the government and the market. Three aspects of colleges and universities proposed to optimize the allocation of postgraduate education resources.
