【摘要】:隨著中國經(jīng)濟(jì)進(jìn)入新常態(tài),房地產(chǎn)市場(chǎng)出現(xiàn)了兩級(jí)分化的局面。北京、上海、廣州、深圳等一線城市呈現(xiàn)供不應(yīng)求、價(jià)格高企不下、購房者望而卻步的局面。而一些二、三、四線城市呈現(xiàn)庫存量大、銷售效果不佳及房價(jià)下跌等尷尬處境。為應(yīng)對(duì)這一不良的市場(chǎng)環(huán)境,一些擁有土地和資金,但缺乏技術(shù)和管理能力的中小型房地產(chǎn)企業(yè)(投資人)選擇了項(xiàng)目代建的開發(fā)模式。論文旨在對(duì)項(xiàng)目代建管理模式應(yīng)用于房地產(chǎn)項(xiàng)目的建設(shè)管理中進(jìn)行了理論及應(yīng)用研究,為后續(xù)規(guī)范房地產(chǎn)項(xiàng)目代建市場(chǎng)和提高項(xiàng)目代建管理績效提供了理論指導(dǎo)和案例指引。在房地產(chǎn)行業(yè)推行代建管理模式是市場(chǎng)競(jìng)爭(zhēng)的必然結(jié)果,投資人若要建設(shè)高品質(zhì)、低成本的商品房須依賴技術(shù)、管理過硬的代建單位。在改善代建項(xiàng)目的管理績效方面,如何選擇符合需求的代建單位以及如何有效激勵(lì)和約束代建單位是這些投資人面臨的一大難題。本論文從兩方面分析和解決上述難題,一是構(gòu)建了基于區(qū)間數(shù)-灰色關(guān)聯(lián)分析理論的資質(zhì)評(píng)審法為這些投資人選擇符合要求的代建單位;二是采用博弈理論分析代建單位在工作中可能存在的尋租行為,并為之提出解決方案,以達(dá)成對(duì)代建單位的有效激勵(lì)和約束。投資人最關(guān)注的是其所開發(fā)的房地產(chǎn)項(xiàng)目的質(zhì)量、進(jìn)度、成本及銷售等各項(xiàng)指標(biāo)是否達(dá)到預(yù)期的目標(biāo),也就是代建項(xiàng)目管理績效是否合格。為解決這一問題,本論文采用目標(biāo)分解法構(gòu)建了三級(jí)績效指標(biāo)評(píng)價(jià)體系。然后采用采用模糊物元法建立了績效評(píng)價(jià)模型。最后通過實(shí)證研究,證明了該評(píng)價(jià)模型應(yīng)用于房地產(chǎn)代建項(xiàng)目管理績效評(píng)價(jià)的可行性。
[Abstract]:As China's economy enters the new normal, the real estate market appears two-level differentiation situation.Beijing, Shanghai, Guangzhou, Shenzhen and other first-tier cities are in short supply, high prices, home buyers are deterred.And some second, third, fourth-tier cities have a large inventory, poor sales and falling house prices and other embarrassing situation.In order to cope with this bad market environment, some small and medium-sized real estate enterprises (investors) who have land and capital but lack the technical and managerial ability have chosen the development model of project construction.The purpose of this paper is to carry out theoretical and applied research on the application of project agent management mode in real estate project construction management, which provides theoretical guidance and case guidance for the subsequent standardization of real estate project construction market and improvement of project construction management performance.It is the inevitable result of market competition to carry out agent building management mode in real estate industry. If investors want to build high quality, low cost commercial housing must rely on technology and good management of agent construction units.In the aspect of improving the management performance of the agent construction project, how to select the agent unit that meets the needs and how to effectively motivate and restrain the agent construction unit is a big problem faced by these investors.This paper analyzes and solves the above problems from two aspects: one is to construct the qualification evaluation method based on interval number-grey relational analysis theory to select the agent units that meet the requirements for these investors;The second is to use the game theory to analyze the possible rent-seeking behavior in the work of the agent building unit, and put forward the solution for it, in order to achieve the effective incentive and restriction to the agent construction unit.Investors are most concerned about whether the quality, schedule, cost and sales of real estate projects developed by them reach the expected goal, that is, whether the management performance of the agent construction project is up to standard.In order to solve this problem, a three-level performance index evaluation system is constructed by objective decomposition method in this paper.Then the fuzzy matter-element method is used to establish the performance evaluation model.Finally, the feasibility of applying the evaluation model to the performance evaluation of real estate agent project management is proved by empirical research.
