在新型城鎮(zhèn)化過程中基于保障性住房視角下的小產(chǎn)權(quán)房轉(zhuǎn)化途徑問題研究

【摘要】:國家對新型城鎮(zhèn)化的再度深化探討,將“以人為本”作為新型城鎮(zhèn)化的核心原則,并在推進城鎮(zhèn)化以節(jié)約集約高效發(fā)展的背景下,小產(chǎn)權(quán)房作為我國國有土地和集體所有土地的雙重土地制度和城鄉(xiāng)“二元”的土地管理政策根源下的特有產(chǎn)物,游離于現(xiàn)行的土地制度和法律制度外。小產(chǎn)權(quán)房涉及到我國城鄉(xiāng)二元結(jié)構(gòu)的土地制度、戶籍管理制度、房屋產(chǎn)權(quán)制度、關(guān)系到社會穩(wěn)定、社會保障、糧食安全等諸多領(lǐng)域。而對于小產(chǎn)權(quán)房問題的運行和管理,不論是政府還是學(xué)術(shù)理論界,均少有經(jīng)驗可循。 小產(chǎn)權(quán)房作為保障性住房有益的補充,如果能建立獨立有效的管理制度使之合法化,不僅能統(tǒng)一城鄉(xiāng)房地產(chǎn)市場,避免“二元”市場的長期割裂,而且還能有利于解決城市中低收入居民的住房問題,增加政府保障性住房供給,解決保障性住房供需矛盾等,意義重大。本文旨在積極分析當前小產(chǎn)權(quán)房和保障性住房的現(xiàn)實特點,創(chuàng)造性的將小產(chǎn)權(quán)房通過轉(zhuǎn)化為保障性住房使其合法化,探索出一種適合中國的特定國情的小產(chǎn)權(quán)房轉(zhuǎn)化為保障性住房的路徑。 本論文通過分析、闡述、假設(shè),希望能為完善小產(chǎn)權(quán)房轉(zhuǎn)化為保障性住房提供相應(yīng)的理論機制,為緩解當前我國小產(chǎn)權(quán)房泛濫和保障性住房緊缺的現(xiàn)實矛盾提供相應(yīng)的途徑支持。
[Abstract]:In the further discussion of the new urbanization, the country regards "people-oriented" as the core principle of the new urbanization, and under the background of promoting urbanization to economize on intensive and efficient development, As a special product of the dual land system of state-owned land and collective-owned land and the "dual" land management policy in urban and rural areas, the small property house is free from the current land system and legal system. The small property right house involves the land system, the household registration management system and the house property right system of the dual structure of urban and rural areas in our country, which is related to social stability, social security, food security and many other fields. However, there is little experience in the operation and management of small property rights, whether the government or academic theorists. As a beneficial supplement to affordable housing, housing with small property rights can not only unify the real estate market in urban and rural areas, but also avoid the long-term fragmentation of the "dual" market if an independent and effective management system can be established to legalize it. Moreover, it is of great significance to solve the housing problems of urban low-income residents, increase the supply of affordable housing and solve the contradiction between supply and demand of affordable housing. The purpose of this paper is to actively analyze the current characteristics of small property houses and affordable housing, and creatively legalize small property houses by transforming them into affordable housing. To explore a suitable for China's specific national conditions of small property housing into affordable housing path. Through analysis, elaboration and hypothesis, this paper hopes to provide a corresponding theoretical mechanism for improving the transformation of small property housing into affordable housing. In order to alleviate the real contradiction between the overflowing of small property house and the shortage of indemnificatory housing in our country, it provides the corresponding ways to support.
