我國(guó)住房公積金風(fēng)險(xiǎn)管理與內(nèi)部控制研究

【摘要】:由于國(guó)內(nèi)的住房公積金管理機(jī)構(gòu)成立時(shí)間不長(zhǎng),廣泛缺乏健全有效的風(fēng)險(xiǎn)內(nèi)部控制和監(jiān)督機(jī)制,導(dǎo)致各地住房公積金管理中心都在一定程度上存在著內(nèi)部風(fēng)險(xiǎn),這些內(nèi)部風(fēng)險(xiǎn)的存在將不利于我國(guó)住房公積金體系的健康發(fā)展,間接或直接損害了廣大企業(yè)繳存職工的切身權(quán)益。住房公積金的運(yùn)作的基本要求是安全性,但是從目前的情況看,住房公積金內(nèi)部風(fēng)險(xiǎn)防范管理都是一個(gè)相對(duì)薄弱的環(huán)節(jié),有必要進(jìn)一步研究住房公積金內(nèi)部風(fēng)險(xiǎn)管理,提出操作性強(qiáng)的對(duì)策,,維護(hù)廣大繳存職工的合法利益。 我國(guó)的住房公積金制度《住房公積金制度的暫行規(guī)定》,實(shí)行的年限不長(zhǎng),制定該制度主要是由中國(guó)的財(cái)政部、人民銀行以及國(guó)務(wù)院制度改革領(lǐng)導(dǎo)小組,于1994年11月23日由以上幾家單位聯(lián)合發(fā)布的。該規(guī)定對(duì)我國(guó)住房公積金系統(tǒng)的繳存、管理和使用等都做出了詳細(xì)說(shuō)明,成為住房公積金體系的行為規(guī)范和標(biāo)準(zhǔn)。上海、天津、深圳等幾大城市相繼進(jìn)行了住房公積金制度試點(diǎn),截至2012年底,全國(guó)各省市都建立了自己的住房公積金管理制度,大都成立了自己的住房公積金管理中心以及管理規(guī)定。 作為中國(guó)的住房公積金仍然是一個(gè)新的系統(tǒng),該系統(tǒng)仍處于不斷完善的發(fā)展探索階段,各地方住房公積金管理機(jī)構(gòu)設(shè)置不盡相同,部分住房公積金管理中心內(nèi)部管理不規(guī)范,責(zé)任不明確,未建立風(fēng)險(xiǎn)防范機(jī)制,人員專業(yè)分配不合理,一些從業(yè)人員風(fēng)險(xiǎn)意識(shí)不強(qiáng),存在違規(guī)操作問(wèn)題,甚至有擠占、挪用住房公積金現(xiàn)象。另外,據(jù)媒體相關(guān)資料數(shù)據(jù)統(tǒng)計(jì)顯示,全國(guó)在住房公積金方面存在的各種違規(guī)貸款項(xiàng)目金額超過(guò)70多億元。涉嫌犯罪頻頻發(fā)生的住房公積金,一時(shí)間引起注意的其他公共住房保障資金,甚至養(yǎng)老基金的警覺(jué)和恐懼的保障,住房基金行業(yè)帶來(lái)了負(fù)面影響。各地涉嫌住房公積金犯罪時(shí)有發(fā)生,暴露出了住房公積金管理存在的大量問(wèn)題。隨著住房公積金歸集量越來(lái)越多,貸款資金的規(guī)模不斷增加,其相關(guān)風(fēng)險(xiǎn)也隨之加大。住房公積金使用率不高,全國(guó)住房公積金在銀行存有千億人民幣,就很難造福于人民。在住房公積金管理機(jī)構(gòu)中,住房公積金管理和使用在全國(guó)各地的發(fā)展過(guò)程中也有一定的風(fēng)險(xiǎn),無(wú)論是從外部不可控因素造成的,如市場(chǎng)利率變動(dòng)、宏觀經(jīng)濟(jì)環(huán)境變化、自然災(zāi)害等,也有源自住房公積金管理機(jī)構(gòu)內(nèi)部可控因素所導(dǎo)致的風(fēng)險(xiǎn),如人員風(fēng)險(xiǎn)、操作風(fēng)險(xiǎn)、貸款管理風(fēng)險(xiǎn)、資金風(fēng)險(xiǎn)等。 研究住房公積金是要加強(qiáng)內(nèi)部控制,從根本上加強(qiáng)住房公積金的管理,防止非法使用住房公積金的現(xiàn)象的根源,以確保資金的安全運(yùn)營(yíng),提高管理水平。住房公積金管理核心問(wèn)題之一就是保障資金的安全性。然而,諸多的案例告訴我們,我國(guó)的住房公積金的安全性在不斷受到各種因素的威脅。住房公積金內(nèi)部控制管理和辯護(hù)的風(fēng)險(xiǎn)管理沒(méi)有發(fā)揮它應(yīng)該發(fā)揮的作用。所以,對(duì)住房公積金的內(nèi)部控制和風(fēng)險(xiǎn)管理進(jìn)行研究就顯得十分必要了。 本文從住房公積金風(fēng)險(xiǎn)成因的分析,從風(fēng)險(xiǎn)管理和使用的一系列的住房公積金制度中存在的潛在操作風(fēng)險(xiǎn)分析的角度出發(fā)。如資金風(fēng)險(xiǎn),管理風(fēng)險(xiǎn),信貸風(fēng)險(xiǎn)。關(guān)于這些風(fēng)險(xiǎn),我們應(yīng)該從住房公積金的內(nèi)部管理機(jī)制的改革和完善、個(gè)人住房貸款政策、方式的完善、建立個(gè)人信息檔案和完善住房公積金的法律法規(guī)等方面進(jìn)行住房公積金風(fēng)險(xiǎn)管理方案的設(shè)計(jì)。
[Abstract]:Because of the long time of the domestic housing accumulation fund management organization , there is a wide lack of sound and effective internal control and supervision mechanism , which leads to the internal risk of housing accumulation fund management center . The basic requirement for the operation of housing accumulation fund is safety . However , it is necessary to further study the internal risk management of housing accumulation fund , and put forward the countermeasure of strong operability , and safeguard the legitimate interests of the majority of employees .
China ' s housing accumulation fund system is the temporary regulation of the housing accumulation fund system , and the service life is not long . The system is mainly composed of the Ministry of Finance , the People ' s Bank of China and the reform leading group of the system of the State Council , which has been jointly issued by the above several units on Nov . 23 , 1994 . The regulations have set up a pilot of the housing accumulation fund system in several major cities such as Shanghai , Tianjin and Shenzhen . By the end of 2012 , all provinces and cities have set up their own housing accumulation fund management system , and they have set up their own housing fund management center and management regulations .
As China ' s housing accumulation fund is still a new system , the system is still in a continuous and perfect development exploration stage , and the management of housing accumulation fund is not standardized .
The research on housing accumulation fund is to strengthen internal control , to strengthen the management of housing accumulation fund , to prevent the illegal use of housing accumulation fund , to ensure the safe operation of funds and improve the management level . However , many cases tell us that the security of housing accumulation fund is constantly threatened by various factors . However , the management of housing accumulation fund and the risk management of defence do not play a role in it . Therefore , it is necessary to study the internal control and risk management of housing accumulation fund .
Based on the analysis of the causes of the risk of housing accumulation fund , this paper starts from the angle of risk analysis of potential operation in a series of housing accumulation fund systems , such as fund risk , management risk and credit risk . In the light of these risks , we should design the housing fund management scheme from the aspects of the reform and perfection of the internal management mechanism of housing accumulation fund , the improvement of personal housing loan policy , the improvement of the way , the establishment of personal information file and the laws and regulations to perfect housing accumulation fund .
