【摘要】：社區(qū)康復(fù)是鹿城區(qū)社區(qū)衛(wèi)生服務(wù)工作的六項(xiàng)主要任務(wù)之一,通過充分利用社區(qū)衛(wèi)生資源,解決老弱殘疾障礙者的康復(fù)問題,具有就近就地、經(jīng)濟(jì)適用、范圍廣泛、簡單易行的特點(diǎn)。但是隨著鹿城區(qū)人口基數(shù)的不斷增加,人民生活品質(zhì)的不斷提升,老齡人口與殘疾人口持續(xù)增長,人們對社區(qū)康復(fù)服務(wù)需求急劇攀升,社區(qū)康復(fù)服務(wù)面臨一系列亟待解決的現(xiàn)實(shí)問題,其中最具代表性的就是當(dāng)前社區(qū)康復(fù)服務(wù)供給與需求之間存在著明顯失衡現(xiàn)象,人們的社區(qū)康復(fù)服務(wù)需求難以得到切實(shí)滿足。本文以公共物品理論、供求關(guān)系理論和治理理論為理論指導(dǎo),在問卷調(diào)查和實(shí)地訪談的基礎(chǔ)上,對鹿城區(qū)社區(qū)康復(fù)服務(wù)供求關(guān)系進(jìn)行分析,找出鹿城區(qū)社區(qū)康復(fù)服務(wù)供求關(guān)系存在的問題及其成因,并站在鹿城區(qū)政府的角度尋找優(yōu)化社區(qū)康復(fù)服務(wù)供求關(guān)系的對策。本文首先闡述本文研究的目的和意義、國內(nèi)外研究現(xiàn)狀、說明研究方法思路以及本文創(chuàng)新與不足之處；其次,闡述社區(qū)康復(fù)服務(wù)相關(guān)概念,本文所運(yùn)用的是公共物品理論、供求關(guān)系理論和治理理論；再次,分析鹿城區(qū)社區(qū)康復(fù)服務(wù)供求關(guān)系概況,結(jié)合實(shí)地訪談和問卷調(diào)查結(jié)果,找出鹿城區(qū)社區(qū)康復(fù)服務(wù)供求關(guān)系在供給數(shù)量、供給政策、供給形式等方面的突出問題,并從人才、政策、康復(fù)服務(wù)模式、思想意識、經(jīng)費(fèi)投入等因素方面分析導(dǎo)致鹿城區(qū)社區(qū)康復(fù)服務(wù)供求不平衡的原因；最后,以理論基礎(chǔ)為指導(dǎo),提出從人才培養(yǎng)；社會保障體系、康復(fù)服務(wù)政策；總體規(guī)劃、資源合理配置、部門權(quán)責(zé)分工、社區(qū)康復(fù)服務(wù)模式；服務(wù)意識；宣傳動員、鼓勵社會組織參加；開拓資金渠道等方面優(yōu)化鹿城區(qū)社區(qū)康復(fù)服務(wù)供求關(guān)系的對策建議。
[Abstract]:Community rehabilitation is one of the six main tasks of community health service in Lucheng District. By making full use of community health resources, we can solve the rehabilitation problem of the elderly, weak and disabled people. The characteristic of being simple and easy to carry out. However, with the increasing population base of Lucheng District, the continuous improvement of people's quality of life, the continuous growth of the aged population and the disabled population, the demand for community rehabilitation services has risen sharply. Community rehabilitation service is faced with a series of urgent practical problems, among which the most representative is the obvious imbalance between the supply and demand of community rehabilitation services, and the demand for community rehabilitation services is difficult to be met. Under the guidance of public goods theory, supply and demand theory and governance theory, this paper analyzes the supply and demand relationship of community rehabilitation services in Lucheng District on the basis of questionnaires and field interviews. This paper finds out the problems and causes of the supply and demand of community rehabilitation services in Lucheng District, and looks for the countermeasures to optimize the supply and demand relationship of community rehabilitation services from the point of view of the government of Lucheng District. In this paper, the purpose and significance of this study, domestic and foreign research status, research methods and ideas as well as the innovation and shortcomings of this paper are described in this paper. Secondly, the related concepts of community rehabilitation service are expounded, which are the theory of public goods, the theory of supply and demand and the theory of governance. Thirdly, by analyzing the general situation of supply and demand of community rehabilitation services in Lucheng District, combining with the results of field interviews and questionnaires, we find out the outstanding problems in the supply quantity, supply policy, supply form and so on in the supply quantity, supply policy and supply form of community rehabilitation service in Lucheng District. The causes of imbalance of supply and demand of community rehabilitation services in Lucheng District are analyzed from the aspects of talents, policies, rehabilitation service modes, ideology, funds input and other factors. Finally, under the guidance of theory, the author puts forward the following aspects: talent training, social security system, rehabilitation service policy, overall planning, rational allocation of resources, division of powers and responsibilities of departments, mode of community rehabilitation service, service consciousness; Publicity and mobilization, encouraging social organizations to participate, and opening up financial channels to optimize the relationship between supply and demand of community rehabilitation services in Lucheng District.
